JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
The position is in the Portland District Civil and Environmental Design Section of the Engineering and Construction Division. The section performs a wide range engineering services in the investigation, planning, design, construction and operation & maintenance of flood damage reduction, fish passage, navigation and hydroelectric projects.

Manages Portland District's program for environmental compliance and participation in hazardous and toxic waste projects. Serves as engineering manager and technical specialist in the field of environmental engineering, hazardous materials and soil, air and water pollution. Responsible for developing plans, scheduling, monitoring, review and execution of District's program for compliance with Federal and state environmental laws and regulations. Advises district management on technical issues regarding pollution control, hazardous material handling, treatment and disposal of hazardous and toxic wastes (HTW), hazard abatement, and the District’s participation in Superfund, DERP and other environmental remediation projects. This work can include engineering problems of unusual complexity for which precedents are either significantly inadequate or unavailable. Performs other duties as assigned.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as: performing independent environmental site assessments and environmental remediation of contaminated sites. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of environmental engineering principles
  • Knowledge of Comprehensive Environmental Response and Compensation Liability Act (CERCLA) and identification of Hazardous Toxic Radioactive Waste (HTRW) risk
  • Skill in leading and communication

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).
