The SBA is seeking a dynamic, high energy, and exceptional business leader to serve as the Deputy Associate Administrator, Office of Entrepreneurial Development (OED).  OED is responsible for overseeing the national delivery of programs and services that support the training and counseling needs of more than 1.5 million entrepreneurs annually.  These programs are managed by the program offices that comprise OED which include: the Office of Small Business Development Centers (SBDC), which oversees grants to 63 SBDC Lead Centers for the management of more than 1000 local SBDCs; the Office of Women’s Business Ownership (OWBO), which oversees grants to more than 100 Women’s Business Centers (WBC) and promotes outreach to increase the number of women owned businesses; and the Office of Entrepreneurship Education (OEE) which manages the SCORE grant which has more than 11,000 SCORE volunteer mentors and the Emerging Leaders program, currently offered in 27 communities.  Additionally, OED manages the Regional Innovation Clusters program and the agency’s online learning center.

The Deputy Associate Administrator (DAA) for OED functions as the alter ego to the Associate Administrator (AA) for OED.  As such, the DAA serves as the principal assistant and advisor on all management issues and fully participates in developing strategies, policies, procedures and standards to achieve Agency goals and effectively strengthen and improve program activities.  The DAA provides the leadership, management and vision necessary to ensure that OED has the proper operational controls, administrative and reporting procedures, and people systems in place to effectively manage and oversee the SBA’s training and technical assistance programs and to ensure financial integrity and operating efficiency.

The ideal candidate will have extensive experience managing multi-faceted organizational operations.  As DAA, the candidate will oversee the administrative operations of the office.  Serves as a principal advisor to the AA in the formulation and recommendation of policies that establish standards and procedures for the operation, improvement and oversight of OED programs, activities, and initiatives. Develops plans, operating procedures and standards to effectively operate, strengthen and improve the agency’s entrepreneurial development programs to meet the needs of the small business community.

Provides leadership, advice, counsel, and technical support to OED leadership and staff in the formulation and administration of policies and issues affecting OED’s operations and activities.  Jointly with the AA, develops and implements long-range strategic plans for organizational development and accomplishment of OED’s mission; integration of comprehensive budget analysis and planning process into the strategic plan for OED; and analysis of OED work processes such as regulatory and statutory monitoring of programs to maximize the value of OED’s practices and procedures to resource partners in the field and within the broader agency goals.

Exercises discretionary authority to approve the allocation and distribution of funds in OED’s budget. Directs and oversees the preparation of all materials relating to the overall programmatic and administrative budgets for OED.  Maintains active liaison with appropriate SBA senior officials regarding the annual budget process, ensuring full recognition and understanding of, and responsiveness to OED’s resource requirements.  Coordinates and provides assistance to program managers in the development of both program and operating budgets.

Monitors and coordinates compliance with objectives set in the annual business plan.  Assures that all milestones, deadlines and reporting requirements are met in compliance with annual goals.

Represents the agency at conferences, meetings, hearings, and negotiations with high-ranking officials of Federal, state, local governments, non-governmental agencies, national organizations, and recognized authorities of commercial, private, trade associations, and others to obtain their support of SBA programs.  Establishes and maintains effective working relationships with various high-level individuals, including other Agency offices, Federal agencies, and organizations on the AA’s behalf to advance the programs and objectives of the SBA.

Manages the development of policy changes in response to changes in levels of appropriations or other legislated changes.  Implement best practices for operational excellence which includes re-engineering work processes, leveraging the use of technology to improve operations, and implementing performance metrics to measure and monitor performance.

To meet the minimum qualifications for this position, applicants must possess experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position. Your application must emphasize your level of responsibilities, the scope and complexity of programs managed, program accomplishments and policy initiatives undertaken. Applicants are required to submit and upload a narrative response addressing each Executive Core Qualification (ECQ) and each Mandatory Technical Qualification (MTQ) to receive consideration. Failure to submit a narrative statement or address any of the mandatory ECQs and/or MTQs is considered incomplete and will not be considered.

 

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into the SES, or have successfully completed a Candidate Development Program (CDP) approved by OPM are not required to address the ECQ's, but must address all MTQ's. Failure to address each of the required MTQ's will result in disqualification of your application. HOW YOU WILL BE EVALUATED:

Applicants will be evaluated on their narrative responses to the Executive Core Qualifications (ECQs) and all Mandatory Technical Qualification (MTQs). Applicants will be evaluated by a Merit Staffing panel using only requested information (resume, SF-50, ECQ/MTQ responses) submitted within their application to determine the degree to which they possess each of the listed qualifications. Applicants who do not demonstrate sufficient possession of the ECQ and MTQ will be ineligible for further consideration.
