As a Program Manager (Director of Operations and Outreach), you will:

• Lead an organizational unit to support information sharing across government that may reduce improper payments.
• Provide strategic direction, oversight, and review of the various government-wide programs relating to tracking and eliminating erroneous payments: identifies data needs and uses analytical tools.
• Coordinate with Federal agencies and staff on the resolution of enterprise-wide issues, and integrating the needs and requirements of the user agencies into the functionality of the business center.
• Oversee the work of staff whose primary responsibility is to work with Federal agencies to explore potential impact and feasibility of adopting additional analytical tools to reduce improper payments, identifying legislative changes needed to support data exchanges and manage customer Memorandum of Understandings.
• Oversee an operating staff with experience in benefit eligibility determinations, contract awards, data mining, information sharing, and improper payments.

You must meet the following requirements within 30days of or by the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14grade level in the Federal service. Specialized experience for this position includes:

• Experience in establishing and/or maintaining a disciplined program governance process, potentially to include crafting/maintaining the foundational documents which define the core principles that guide the program in decision-making.
• Experience managing and overseeing the use of sensitive data, including data that may be protected by the Privacy Act and other similar laws and regulations.
• Experience developing and overseeing programs that support program integrity missions including cooperation with Inspectors General and law enforcement organizations.  And
• Experience deploying and using current data management approaches, particularly approaches that support analytics.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.


The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
