As a Program Manager (Director), you will:

  • Participate, as a member of the Assistant Commissioner's staff, in developing and implementing office policies, procedures, and plans. Ensure consistent application of Fiscal Service policies across Teasury Securities Services (TSS).
  • Develop and propose procedures to resolve unusual or complex operational problems.
  • Review and provide input on recommendations concerning staffing, position management, budget, activity analysis, space planning, purchasing, contracts, contingency planning, FOIA, and records management.
  • Administer staff efforts in federal programs such as equal employment opportunity (EEO). Inform subordinates of important features of personnel programs and answer questions on the merit promotion program, classification of positions, employee relations, training, safety, labor relations, and other bureau policies.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: 

  •Experience providing support to high-level officials with changing priorities;
  •Experience applying program management principles to include providing executive direction over day-to-day operations;
  •Experience consulting, making recommendations to and implementing solutions for executive level staff; AND
  •Experience planning, organizing and directing operations to include growth management, cost control and savings.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.

The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
