About the Agency

The incumbent serves as a Financial Systems Analyst in the Office of Administrative Services, Business Technology Division, Branch as Assigned.  The incumbent provides financial and technical analysis and conducts special projects that relate to any Office of Administrative Services systems, including but not limited to Oracle, Discoverer, Concur, Prism, webTA, Citidirect, and IPAC.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Participates in the management and maintenance of financial systems utilized by the Administrative Resource Center.  These systems are comprised of personal computers, terminal servers, interfaces, complicated and high-speed communications systems, and manual processes.
  • Trains users on how to use the financial systems.  This includes developing the training materials such as exercises and handouts, explaining how to enter transactions, query the systems, and run various reports.
  • Writes clear and concise reports for a diverse audience.  Writes well-organized reports that include texts and graphs as appropriate.  Although the reports contain technical information and complex analysis the final product is easy to understand by the target audience.
  • Manages special projects that can cover the range of office activities from systems analysis through financial analysis.  Converts broad conceptual approaches into specific action items and recommendations.  Sometimes acts as team leader and coordinates across office lines.

You must meet the following requirements by the closing date of this announcement.

Selective Factor: You must have experience in demonstrated knowledge and expertise in support, setup and/or use of Oracle Financials.   AND

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09grade level in the Federal service that is directly related to the position as listed above and includes advanced knowledge of Oracle Federal Financials or PRISM applications, help desk procedures and customer service techniques.  Such duties may include:  application setup and advanced troubleshooting, creating or improving help desk procedures and practices and experience handling complex customer issues.
You may substitute education for specialized experience as follows: Three (3) full academic years of progressively higher graduate level education or Ph.D. or equivalent doctoral degree in either accounting or auditing or related fields, such as business administration, finance, or public administration.  A copy of transcript or list of college courses designating semester or quarter hours earned is required.
For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service that is directly related to the position as listed above and includes basic knowledge of Oracle Federal Financials or PRISMS applications, help desk procedures and customer service techniques.  Such duties may include:  application maintenance and basic troubleshooting, following established help desk procedures and practices and experience providing customer service by telephone and/or email. 
You may substitute education for specialized experience as follows:  Two full years of progressively higher graduate education or Master's degree or an LL.B. or J.D. if related to the position.  A copy of transcript or list of college courses designating semester or quarter hours earned is required.
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. 

The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
