About the Agency

This appointment is being filled under the Pathways Program - Recent Graduate program.

The Recent Graduates Program provides individuals, who have recently graduated from qualifying educational institutions or programs, with developmental opportunities in the Federal Government. Participants must have obtained a degree, or completed a qualifying career or technical education program within the preceding 2 years. If you served in the military after receiving your degree please see the “Qualifications” section below for more information regarding your eligibility. Upon successful completion of the program, if you are a United States citizen, you may be noncompetitively converted to a permanent position, or in some circumstances a term appointment in the competitive service.

The Financial Systems Analyst works on a variety of tasks as a team member and performs a wide range of complex analytical activities related to the Bureau's auction operations, buyback operations, commercial book-entry securities program, and automated auction programs.

    The major duties of this position include:
    - Coordinating with Treasury’s Office of Debt Management and Office of Fiscal Projections, preparing official auction offering announcements with the terms and conditions of sale or buyback of marketable Treasury securities for release to the electronic financial press, dealer, institutional, retail, and sovereign investors.
    - Participating in the development, management and maintenance of the systems that conduct the auction and comprise the commercial book-entry system.
    - Reviewing all bids for compliance with auction rules.  Investigates auction violations to identify facts and determine disciplinary action. Contacts investors and explains violations, asks for corrective action, and educates on auction rules. 
    - Providing customer service on marketable Treasury securities auctions or buybacks to investors through e-mail, correspondence, and telephone help desk operations.
    - Preparing technical reports on the Treasury auction process and current procedures, which require detailed analysis related to operational improvements.  Analyzes and interprets auction data and consolidates analysis and recommendations in a final report for Treasury Department officials.

    • Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
    • A veteran, who, due to a military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his or her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study. You MUST submit a copy of your DD-214 showing duration and dates of service.

    Specialized experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes two of the following:
    - Experience applying analytical techniques to identify and/or resolve issues or problems.
    - Experience conveying technical information.
    - Managing multiple projects.
    OR -- You may substitute education for specialized experience as follows: a Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work OR I have a LL.M., LL.B., or J.D. in a field related to this position.
    OR -- You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

    The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    2.  Rating: Your application will be evaluated in the following areas: Technical, Communication, Organization, Analysis/Problem Solving, and Project Management. Your application will be evaluated against your responses to the occupational questionnaire.  You may also be further evaluated using additional assessment processes. 

    Category rating procedures will be used to rank and refer eligibles.  Based on your responses to the online questionnaire, you will be assigned a score.  Your score will determine in which of the three categories you will be placed: Categories A, B, or C. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category. 

    Qualified veterans with a service-connected disability of 10% or more will be placed at the top of the highest quality category.
