This position is located in the Department of Health and Human Services (HHS), Office of the Secretary (OS), Office of the Assistant Secretary for Health (OASH) with vacancies in Washington, DC and Rockville, MD.

The mission of OASH is management oversight of twelve core public health offices, which include the Office of the Surgeon General and the U.S. Public Health Service Corps, ten regional health offices, and ten Presidential and Secretarial advisory committees.

The Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. The Recent Graduates Program enables individuals who lack experience to explore Federal civil service employment at the beginning of their careers. WHO MAY APPLY:  Applicants who, within the previous two years, have completed a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying education institution.  Applications will be accepted from candidates who have an expected graduation date of May 2014; however, appointment will be delayed until after all education requirements have been met. The expected graduation date must be provided on the resume.  Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty, however cannot exceed six years from the date on which they completed their degree.

The purpose of the position is to carry out advanced developmental program activities designed to meet the particular health needs of limited geographic areas or which constitute limited portions of larger program applications.  Duties include:

  • Carries out selected program assignments of limited complexity designed to address the particular health needs of limited geographic areas or which constitute a limited portion of a broader program application. 
  • Provides basic technical assistance on routine, non-controversial projects or activities that are covered by precedent, established policy, or accepted practice. 
  • Advises public health personnel regarding basic activities required to carry out established programs. 
  • Provides advice and assistance on grants, cooperative agreements, contracts, and other awards to assist in meeting objectives.
  • Collects and analyzes data and prepares reports and other documents used to evaluate regional or office program operations. 
  • Contributes to development, extension, and improvement of health care systems.

Eligibility Requirements:

Students must meet the following eligibility requirements to participate in this Internship Program:

  • Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
  • Applications will be accepted from candidates who have an expected graduation date of May 2014, however, appointment will be delayed until after all education requirements have been met. The expected graduation date must be provided on the resume.
  • Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.


Applicants must possess one year of specialized experience at the next lower grade level (or equivalent) in the normal line of progression for this occupation as stated below.

At the GS-09 level:

Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. specialized experience is experience providing technical assistance with public health program activities and providing guidance on matters focused on the particular health needs of limited geographic areas or which constitute a limited portion of a broad public health program.


Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in public health, health sciences or related discipline of study with course work directly related to the work of the position to be filled.

Equivalent combinations of graduate education and experience are qualifying for all grade levels for which both education and experience are acceptable.
