If you have experience with organizational program development, AND you would like to play a significant role in a dynamic organization, then consider joining the Office of Workforce Effectiveness and Resources (OWER). This position is located in Workforce Development Branch (WDB), Office of Workforce Effectiveness and Resources (OWER), Office of Science Management and Operations (OSMO), Office of the Director (OD), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH).

Assist senior specialists in the development and delivery of leadership and management development programs.
Participate in the design and development of needs assessments.
Assist in developing evaluation criteria and designing evaluation tools and methods to measure effectiveness.
Research, compile, and analyze Institute-wide data to monitor individual Division and Office needs.
Serve as Co-Project Officer on contracts providing support regarding the teams projects.
Assist senior specialists/Team Leader in providing advice regarding the development of programs and supporting administrative systems, policies, and procedures.
If you are selected at the GS-11 level, you will essentially perform the same duties as those at the full performance level described above, however, duties are less complex and will be performed under closer supervision with more detailed guidance.

At the GS-11 level:
Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an L.L.M., if related;
Possess 1 year of specialized experience equivalent to at least the GS-9 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: working with manager's to identify workforce development needs; assisting with research and analysis on new approaches to organizational development; assisting with evaluating courses or activities to determine effectiveness; assisting with research on ways to improve organizational development processes and systems; and researching and preparing reports on organizational development issues;
Possess a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
At the GS-12 level:
Possess 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing advice to manager's on leadership and management development programs; researching organizational development issues and presenting management with recommendations to make organizations more effective; evaluating organizational development programs to determine effectiveness; identifying and recommending ways to improve methods and processes which measure organizational performance; and developing reports with recommendations on implementing organizational changes.
