TYPE OF APPOINTMENT: EXCEPTED (DUAL STATUS) - INDEFINITE (MAY BECOME PERMANENT) - WARRANT OFFICER / OFFICER 

APPOINTMENTFACTORS:  This is an Indefinite Excepted Service position. Employment can be terminated with a 30-day notice. This position is authorized to be filled as long as there are funds to support it. In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.

This position is a bargaining position.

Permanent Change of Station: PCS funds are not available for this position.

Incentives: Relocation and Recruitment Incentives are not available for this position.

Receives, verifies and coordinates approval of all initial ARNG requests for construction and maintenance/repair ’ projects. Provides technical guidance in development of program documents and informational data to support the total construction program which includes the development of program scope documents. Prepares project estimates to include manpower and material costs. Provides guidance on the development of facilities operations and maintenance methods, standards and techniques. Recommends and implements preventive maintenance procedures to ensure life expectancy of operational facilities. Prepares initial plans and specifications for alterations/repairs. Investigates construction and maintenance requests to determine propriety. Coordinates preparation of architectual and engineering drawings covering a broad range of modifications for existing ARNG facilities within the state. Implements the Army Energy Program, Energy Savings, and Energy Conservation Investment Program. Coordinates fire prevention and protection activities , and identifies security and fire safety equipment requirements. May serve as administrator of the Major Capital Maintenance Rehab Program. Coordinates with military, federal, state and local government agencies on matters concerning fire prevention,protection and suppression. Supervises one or two employees performing technical work within the Operations Branch. Performs other duties as assigned.

MINIMUM EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE:  At least 36 months experience, educationor training which demonstrates the knowledge of, and skill in applying, acomprehensive range of principles, concepts, and practices concerningequipment, facility, or service operations with complicated technicalrequirements that have no clear precedent or plan.   Experience overseeing and implementing aprogram involving the identification and resolution of difficult issues orproblems.    Experience preparing budgets based on plansfor maintenance, repair work, new construction alteration projects, replacementof existing equipment, or increase in services and processes to ensure programeffectiveness.

OTHER INFORMATION:

ADDITIONAL REQUIREMENTS/CONDITIONS OF EMPLOYMENT:

-Security Clearance: Required to possess or be eligible to obtain the appropriate security clearance.

-Employment in an excepted service position requires concurrent military assignment to a compatible military position in the West Virginia National Guard in one of the listed occupational specialty (MOS) codes or Air Force specialty codes (AFSC). Assignment to a compatible military position is not required for application but will be required if selected for appointment. If a mandatory course is required for this position, the incumbent will attend the course(s) within one year from the date of hire.

-Individual selected for this position will be required to sign up for direct deposit/electronic fund transfer upon appointment.

-Males born after December 31 1959 must be registered with the Selective Service Systems to be employed by the Federal Government.

-Military membership in the appropriate service, wearing of the uniform appropriate to the service, and federally recognized grade are requirements for appointment in the excepted service.
