The incumbent is a member of the Coast Guard Cyber Command (CG Cyber) with the mission of Computer Network Defense (CND), Maritime Critical Infrastructure and Key Resources (MCIKR), and Decision Advantage (DA).  This position will perform the program management, oversight, analysis of the effectiveness of and of the computer and network security systems that provide CND for CG Cyber, and ensure they are in compliance with both United States Cyber Command (USCC) and DHS regulations and mandates.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.  Typical work assignments include:

  • Assisting with the planning, analysis, development, policies, procedures, implementation, maintenance, and enhancement of CG Cyber CND systems.
  • Conducting feasibility studies to develop alternative and cost effective approaches to satisfying user needs.
  • Analyzing, planning, and coordinating major hardware acquisitions to meet current and future business requirements.
  •  Serving as the IT security officer for agency-wide systems that impact programs of a national or international scope.
  • Developing specifications and test plans for IT contracts and programs involving hardware, software, components, systems, subsystems, and/or services.

Applicants at the GS-13 grade level must possess one year of specialized experience equivalent to at least the GS-12 level.  Examples of specialized experience may include providing expert technical advice, guidance and recommendations to management and other technical specialists on critical IT issues; knowledge of advanced IT principles, concepts, methods, standards, and practices; communicating complex technical requirements to non-technical personnel and preparing and presenting briefings to senior management officials on complex/controversial issues; and performing program management, oversight, and analysis of the computer and network security systems and ensuring they are in compliance.

In addition to the qualification requirements above, applicants must have IT-related experience demonstrating each of the four BASIC COMPETENCIES listed below:

1.  ATTENTION TO DETAIL - Is thorough when performing work and conscientious about attending to detail. 2.  CUSTOMER SERVICE - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.  3.  ORAL COMMUNICATION - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.   4.  PROBLEM SOLVING - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
