JOB SUMMARY:

This position is located on a Forest Service unit. The primary purpose of this position is the planning and implementation of a recreation resource program including lands, recreation special uses, wilderness, developed sites, and dispersed recreation.

  • Administers recreation program including wilderness recreation, motorized and non-motorized trails, development of new sites, expansion or other modification of existing developed sites, special uses including ski area.
  • Plans future recreation use and development on the unit in conjunction with Forest interdisciplinary teams.
  • Develops annual work plan for recreation operation and maintenance programs, rehabilitation work on existing facilities and plans for modification or addition to established recreation areas.
  • Supervises a group of employees performing work at the GS-09 or below level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.
  • Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.
  • Develops and monitors the public services budget for the long-range and annual work plan.
  • Develops technical progress reports of findings when needed and makes presentation of the information when needed.
  • Writes and reviews environmental assessments for proposed land use and recreation development plans.
  • Represents the Agency to recreation partners and special interest groups.

To receive consideration for this position you must meet all qualification requirements as of the closing date of the announcement.

You must possess the Basic Requirements identified below to be considered eligible for all positions at the GS-5 grade level and above.

Bachelor's Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.

You must possess 1 year of specialized experience equivalent to a GS-09 grade level performing professional biological science work. Examples of work experience that meet this requirement include: participated in natural resource management activities by making observations, gathering data, and reporting findings where information was used in environmental assessments and environmental impact statements; participated in the permit review process or identified regulatory compliance issues and requirements by performing field inspections and collecting and analyzing environmental data; served as a project planner for one or more conventional environmental resources projects, such as construction, production, or reclamation activities and ensured compliance with environmental plans and stipulations.

In addition to the requirements outlined above, you must also possess the qualification requirements below: GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); one year of specialized experience equivalent to at least the GS-9 level; or an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Specialized Experience is defined as one or more of the following: Performing recreation management work to include assisting and analyzing technical issues and/or providing advice and assistance on recreation management policies and practices; assisting in reviewing or developing standard plans for recreation programs or project or recommending short-range plans for a component of a recreation management program; or assisting in evaluating recreation programs and performing land use improvement projects; and supervising.
