As a CPD Representative, you will:

  • Review and analyze applications and performance reports for assigned grantees, and make recommendations to the supervisor(s).  Identify deficiencies and/or issues and recommend alternative resolutions to the supervisor(s).
  • Utilize a variety of computer data systems in preparing and analyzing reports, processing and tracking information, performing monitoring functions, and disseminating information for grants management activities.
  • Review and conduct performance assessments of grantee submissions and provide written reports of results.
  • Collaborate with local communities by participating in on-site meetings that include a variety of local officials, stakeholders, general public and other interested parties; and continuously build collaborative working relationships.
  • Provide general information, advice and guidance, and technical support to other staff members in the implementation of policies and procedures, as well as in monitoring, evaluating and analyzing program performance, and grants management activities for assigned areas.

Minimum Qualification Requirement:
For the GS-09:  You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Experience for this position includes experience with community development programs such as providing advice and guidance on grant applications and approaches; participating in monitoring community development activities on-site for compliance with program requirements and ensuring that program activities achieve the maximum utilization of funds; handling community development activities for a local agency including grants, loans and other projects and ensuring that applications funded are eligible and meet program requirements.

For the GS-11:  You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience for this position includes comprehensive experience with community development programs such as serving as a liaison to state or local governments in providing advice and guidance on grant applications and approaches; monitoring community development activities on-site for compliance with program requirements and ensuring that program activities achieve the maximum utilization of funds; responsible for handling community development activities for a local agency including grants, loans and other projects and ensuring that applications funded are eligible and meet program requirements.

Notes: The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Foreign education must be evaluated by a credentialing agency.You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.


You may substitute education for specialized experience as follows:

For the GS-09:  A Master's Degree or equivalent graduate degree or 2 full academic years of progressively higher level graduate education OR

A combination of successfully completed graduate level education and experience.   This will be calculated using your resume and unofficial transcript.

For the GS-11:  Ph.D. or equivalent doctoral degree, or 3 full academic years of progressively higher level graduate education leading to a Ph.D. OR

  • This is a bargaining-designated position.
