About the Agency

This position is being announced under the following hiring plans:

The purpose of this position is to oversee and perform functions related to the day-to-day operation, maintenance, and repair of the buildings at the Chemawa Health Center located in Salem, Oregon in support of their function as a safe and comfortable place to access health services. The incumbent will perform the full range of trades and labor work involving the repair and maintenance of public facilities, buildings, and grounds. The position includes management responsibility for the facilities program and has supervisory responsibility for maintenance mechanics, laborers and the housekeeping staff.  The incumbent will report to the Western Oregon Service Unit Management Analyst.

  • Perform trades and labor work involving the repair and maintenance of public facilities, building, and grounds.
  • Provide preventive maintenance, and public facility maintenance and repair such as:  maintenance of heating, ventilation and air conditioning equipment; and maintenance repair of plumbing systems, mechanical systems and electrical systems.
  • Prepare reports on facility program performance in areas such as energy consumption, water consumption, job orders completed, preventive maintenance tasks completed and expenditures.
  • Procure supplies, equipment and services necessary to carry out day-to-day operations, maintenance, and repair (serves as a Government Purchase Card (GPC) holder).
  • Conduct facility safety inspections and take corrective actions to assure applicable occupational and life safety codes are followed.
  • Oversee the facility maintenance staff and housekeeping activities.

MINIMUM QUALIFICATIONS (EXPERIENCE AND/OR EDUCATION) - Applicants must possess A, B, or C below:

A.  One year of specialized experience, equivalent to at least the GS-07 level in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Examples of qualifying specialized experience include:  

•Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.

•Conducting spot and scheduled inspections of construction and maintenance operations performed by employees and contractors and supervising operations for conformance with project plans.

•Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as renovation and/or expanding space within a building including demolition, framing, hanging doors, hanging gypsum wall board, taping, texturing, and painting; prepping floors for installing sheet vinyl flooring, vinyl composition tile, or carpet; and vinyl cover base; and maintaining Heating, Ventilation and Air Conditioning (HVAC) systems; troubleshooting circuits or installing new circuits and components ensuring safety guidelines are followed.

B.
  A master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business.

C.
  A qualifying combination of specialized experience and graduate education as described above.  To determine if you qualify under this combination first divide your total months of qualifying experience by 12.  Then divide your semester hours of graduate education beyond 1 year by 18.  (NOTE: Only education in excess of the first year is creditable toward meeting the experience requirement when combining experience and education).  Finally, add the two percentages.  The total percentage must equal at least 100 percent to qualify.     

 

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed 1 year of service at the next lower grade level.  Time-In-Grade provisions do not apply under ESEP and DE plans.

Delegated Examining Plan (DE) candidates - those who meet the minimum qualification requirements for this position, will be rated based on Category Rating and Selection procedures.  Category rating combines the applicant's total qualifying experience and education/training into a single quality category for placement in one of three categories:  Best Qualified, Well Qualified, or Qualified.  Within each of these categories, applicants eligible for veteran's preference will receive selection priority over non-preference eligibles.
