These positions are located in the Department of Health and Human Services (HHS), Office of the Secretary (OS), Office of the Chief Information Officer (OCIO), Office of IT Strategy, Policy and Governance (OSPG), in Washington, DC.

  • Analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and functions. Identifies best practices and advises organizations leadership on how they could be adopted throughout the organization.
  • Prepares comprehensive reports of findings and recommendations considering such factors as actual accomplishments versus established goals, adequacy of existing versus new programs, and costs incurred in the conduct of the program.
  • Develops implementation plans with milestones, timetables, audit trails, and evaluation procedures.
  • Conducts data gathering using techniques such at quantitative analysis, surveys, interviews, research, etc., to justify proposals.
  • Recommends procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations.
  • May serve as a Contracting Officers Technical Representative (COTR) on contracts of an administrative nature and/or contractor support for the conduct of large studies.
  • Develops supporting documentation such as statements of work, fueling information, and schedules of deliverables. Ensures that products or services comply with contractual requirements.

SPECIALIZED EXPERIENCE

Applicants must possess one year of specialized experience at the next lower grade level (or equivalent) in the normal line of progression for this occupation as stated below.

At the GS-09 level:

Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience analyzing issues related to productivity, effectiveness, and efficiency of administrative operations within an IT related program.

OR

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in business administration, computer science, information science, information systems management, technology management, or related discipline. 

At the GS-11 level:

Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience applying qualitative and quantitative analytical techniques and methods to the conduct of analytical studies and projects related to the management practices and methods of an IT program.

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in business administration, computer science, information science, information systems management, technology management, or related discipline, or LL.M., if related.

At the GS-12 level:

Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience conducting complex studies and analyzing administrative and management operations related to IT programs; and experience providing advice and guidance to  management on organizational and systematic changes to increase the effectiveness of the delivery of IT services.


Equivalent combinations of graduate education and experience are qualifying for all grade levels for which both education and experience are acceptable.

  • Skill in assessing the effectiveness of organizational management and administrative operations of IT programs including identifying, analyzing, and recommending changes and modifications to operating procedures.
  • Ability to provide technical support in ensuring IT products and services comply with contractual requirements.
  • Skill in the use of various software applications such as Word, MS-Windows, Word Access database, Excel spreadsheets, etc., to prepare administrative and management reports.
  • Ability to advise and negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require systematic changes, or may be in conflict with the desires of the organization and activity studied. (GS-11/12 only)
