The National Science Foundation is seeking qualified candidates for the following three (3) positions: Deputy Division Director, Division of Engineering Education and Centers; Deputy Division Director, Division of Industrial Innovation and Partnerships; and Deputy Division Director, Division of Chemical, Bioengineering, Environmental and Transport Systems, within the Directorate for Engineering.
The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Career appointees are eligible for bonuses based on performance in addition to base pay. Competitive status is not required, veterans preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period. Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in the following five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions. The Deputy Division Director serves as the principal advisor to the Division Director and participates fully with the Division Director in overall management of the Division. Responsibilities include assistance in developing overall goals and objectives and in the planning and direction of division activities; participating in divisional budget preparation and justification; providing broad scientific and engineering guidance across the division’s disciplinary domain; representing division programs and interests to senior officials in government, academia, industry and other sectors; coordinating the division’s scientific and engineering activities within NSF and with other agencies and organizations; assisting the Division Director on both a policy and scientific level on issues, initiatives, and other matters pertaining to the division.
The Division of Engineering Education and Centers (EEC) integrates disciplinary basic research and education conducted in other divisions of ENG and across NSF, into strategic frameworks critical to addressing societal grand challenges and to promoting innovation. Research included in the EEC portfolio spans both the physical and life sciences and engineering, from materials to new device concepts, subsystems, and system. Applications range across a wide spectrum, including energy, health care, telecommunications, nanoelectronics, manufacturing, civil infrastructure, the environment, information networks, and others. Also included are formal scholarly studies in engineering education and on how people learn, and investments in faculty, graduate and undergraduate students, post doctoral scholars, and K12 teachers.
The Division of Industrial Innovation and Partnerships (IIP) serves the entire foundation by fostering partnerships to advance technological innovation and plays an important role in the public-private innovation partnership enterprise. IIP seeks to successfully invest in science and engineering research across all disciplines that have the potential for high impact in meeting national and societal needs. To achieve this goal, IIP focuses on leveraging federal, small business, industrial, university, state and community college resources.
The Chemical, Bioengineering, Environmental and Transport Systems Division (CBET) supports basic research and education in a number of rapidly evolving fields that include the transformation and/or transport of matter and energy by chemical, bio-chemical, thermal, or mechanical means. Major areas of CBET-funded research include: Energy and Thermal Processing; Environment; Sustainability; Bioengineering and Engineering Healthcare.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive/Managerial Qualifications (ECQs/Ems); but a narrative statement for each of the Professional/Technical Qualifications (PTQs) is recommended.

1. Advanced degree or equivalent professional experience or a combination of education and equivalent experience in engineering, the physical sciences, or other closely related field or subdiscipline. Professional experience may include research, professional practice, teaching and/or management experience in the context of engineering, the physical sciences or other closely related fields.
2. Demonstrated knowledge of relevant academic community and recognized professional standing in the engineering community as evidenced by research/educational/technical contributions and/or professional leadership.
3. Demonstrated broad knowledge of diverse fields of engineering and their interdisciplinary impact to important cross-cutting research and education programs.
4. Skill in changing and balancing complex and diverse program demands and available resources in response to major advances or changing needs of science and engineering research and technology and demonstrated ability to exercise sound professional judgment in recommending the initiation of research in the field of engineering.
Advanced degree or equivalent experience in business or public administration.
