This position is located at the National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), Office of the Director (OD), Office of Science Management and Operations (OSMO), Office of Administrative Service (OAS), Extramural Administrative Management Branch (EAMB), located in Bethesda, MD.

If selected for this position you will perform the following duties and functions:

 

  • Plan, develop, formulate, prepare, execute, monitor, and/or forecast organizational budgets.  
  • Advise program managers regarding budgetary concerns such as projected shortfalls or unanticipated financial needs.
  • Interpret and analyze the meaning and implications of key financial indicators to understand overall financial performance of the organization.
  • Use financial analysis to evaluate strategic options and opportunities.
  • Serve as approving official for purchase cards and/or managers purchase card program.  Ensure adherence to policies and regulations based on certification level.
  • Monitor performance and compliance with terms and condition of purchase orders.  Develop acquisition plans.
  • Perform the full range of general administration and advisory services and/or functions, performing all that apply: time and attendance, relocation requests, human resources services, property management, safety/security and travel.
  • Interpret policies and procedures in the management of space and facilities.  Manage and monitor the budget, design, construction and modification of existing and/or new space.

 

If you are selected at the GS-09 or GS-11 level, you will essentially perform the same duties at the full performance level described above, however, duties are less complex and will be performed under closer supervision with more detailed guidance.

At the GS-09 level:

 

Completed a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an L.L.B. or J.D., if related;

 

or

 

Possess 1 year of specialized experience equivalent to at least the GS-7 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:  assisting in the planning, formulation and/or execution of organizational budgets; analyzing routine expenditures and spending plans; drafting specifications or statements of work for use in contracts; conducting routine cost comparisons and estimates; coordinating procurement, property, and space management functions; providing advice on routine human resource issues and preparing HR documents for use in recruitment efforts.

Possess a combination of post baccalaureate education and experience that meets 100% of the qualification requirement for this position.

 

 

At the GS-11 level:

 

Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an L.L.M., if related;

 

or

 

Possess 1 year of specialized experience equivalent to at least GS-9 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:  participating in the planning, development, formulation, preparation, execution and/or monitoring of organizational budgets; reconciling monthly expenditures against allocated funding; interpreting and advising management on personnel policies and procedures; drafting specifications and statements of work for service contracts and equipment leases, including conducting negotiations with vendors; evaluating and recommending alternative methods of procurement; planning and executing logistics for office moves; developing space management requirements for an organization.

Possess a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

 

 

At the GS-12 level:

 

Possess 1 year of specialized experience equivalent to at least GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:  performing a wide range of budgetary duties involving the planning, development, formulation, preparation, execution and/or monitoring of organizational budgets; providing solutions on projected budget shortfalls or unanticipated financial needs; analyzing and evaluating financial information to assess overall financial performance of an organization and making recommendations; developing acquisition plans and cost estimates; monitoring performance and compliance with terms and conditions of purchase orders; planning and coordinating details for projects involving the design, construction and modification of existing and/or new space; verifying accurate distribution of accountable property and resolving property management discrepancies; providing advice on staffing and recruitment issues including recruitment and incentive programs.
