This position is located in the Office of the Assistant Director (OAD), Directorate for Education and Human Resources (EHR). The Directorate serves as the focal point for NSF as the lead federal agency providing funding for research and development in science, technology, engineering, and mathematics education. EHR is composed of the Division of Graduate Education, the Division of Research on Learning in Formal and Informal Settings, the Division of Undergraduate Education, and the Division of Human Resource Development. This position is responsible for assessing and evaluating IT requirements and proposed changes to IT hardware, policies, and practices, and making recommendations to EHR/OAD on procurement of EHR hardware and software.

This position coordinates Directorate-wide IT and communications technology activities in support of internal/external conferences, panels, and myriad associated activities  this includes improving or implementing the use of emerging technologies for stakeholder interaction, e.g., virtual panels; expanding data analytics capacity; improving the use of technologies for telework; and coordinating the EHR telecommunications infrastructure, e.g., video conferencing and web-based conference systems.  Major duties include:

-Analyzes administrative systems and makes recommendations to increase efficiency of business operations.

-Designs, develops, implements, and/or maintains information management systems, including commercial packages, to meet detailed program requirements of the Directorate.

-Installs hardware and software and performs routine maintenance and repairs.

-Troubleshoots a variety of information processing problems and serves as the first line for analyzing and investigating hardware, software and database situations.

- Provides instruction to staff on the proper use of available computer resources including hardware and software.

-Evaluates IT requirements and identifies potential hardware and software solutions, along with related supplies and equipment.

-Serves on groups and committees concerned with the selection, implementation, or operation of computer software or hardware and establishes strong links to NSF divisions and directorates regarding computer related areas.

To qualify at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience is defined as experience that demonstrates the knowledge and ability to use IT systems, conduct data analyses, provide customer support, recommend systems modifications, analyze interrelationships of system components, and plan sequences of actions to accomplish assignments.

OR

Have a Ph.D. or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., with a major study in computer science, information science, information systems management, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.

OR

Possess a combination of graduate level education as described above; beyond the two full years of graduate level education and specialized experience as described above that together meet the qualification requirements for this position.

NSF defines the local commuting area as living within 75 miles of NSF headquarters in Arlington, VA. The local commuting area requirement does not apply to candidates eligible for appointment under VEOA.
