This position is located in DHS's Office of Intelligence and Analysis (I&A).  I&A is a member of the national Intelligence Community (IC) and ensures that information related to protecting the homeland is collected, gathered, analyzed and disseminated to the full spectrum of homeland security customers.

The incumbent serves as the Chief of Staff (COS) and trusted advisor to the Under Secretary and Principal Deputy Under Secretary for I&A.  Other duties include:

  • Managing the office through his or her supervision of the mission enabling areas of human capital, security, facilities, logistics, property accountability, privacy/civil liberties/civil rights compliance, and I&A executive secretariat activities.
  • Serving as an advisor to the Under Secretary, Principal Deputy, and other senior I&A leadership as appropriate on all matters of interest.
  • Representing I&A in a variety of senior level forums-both internal and external to DHS-requiring he or she maintain an expert knowledge of all I&A activities.
  • Overseeing the accuracy, quality, and timeliness, for the Under Secretary and Principal Deputy, of all I&A communications and products distributed widely across the Department and Federal community, to include the Office of Management and Budget, Congress, the Director of National Intelligence, as well as a broad range of State, local, tribal, and private sector officials.

Please provide a narrative, not to exceed two (2) pages for each Executive Core Qualifications (ECQ) and no more than three (3) pages for each Technical Qualifications (TQ).

**If you are a current or reinstatement eligible Career SES or a graduate of an Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP) and your ECQs have been certified by OPM’s Qualifications Review Board, you are not required to address the ECQs.  However, you MUST submit a supplemental statement addressing all mandatory TQs.  Current and reinstatement eligible SES, please include with your application a copy of your SF-50 (Notification of Personnel Action) documenting your career appointment to the SES.  CDP graduates, please include a copy of your OPM certificate. **

    Technical Qualifications - Mandatory

You will be evaluated on the following Technical Qualifications:

TQ-1.  Demonstrated skill in the management of complex and variable programs, such as finance/budget, human capital, security, facilities, logistics, property accountability, and acquisition activities, in a large, diverse organization.

TQ-2.  Demonstrated skill in advising senior officials and executive staff on a wide variety of sensitive organizational issues, insuring they have the necessary information to make informed decisions and to support the organization's activities. 


 

HOW YOU WILL BE EVALUATED:

You will be evaluated on the quality and extent of your total accomplishments and experience.  Your resume, ECQ and TQ narrative statements will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and a reference check.  The DHS Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority.  Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
