This position is located in the Department of Health and Human Services (HHS), Office of the Secretary (OS), Office of the Assistant Secretary for Health (OASH) with vacancies in Washington, DC and Rockville, MD.

The mission of the Office of the Assistant Secretary for Health is to protect and promote the public health of the Nation through policies and programs that apply science-based approaches that enable people to live healthier lives. OASH is a component of the Public Health Service (PHS) and its primary function is coordination of public health and science activities across HHS components. Specifically, OASH is charged with leadership and development of policy recommendations "on population-based public health and science" and, at the direction of the Secretary, with coordination of initiatives that cut across various agencies and operation divisions of the HHS in implementation of programs and policies at the convergence of public health and science.

These positions are being advertised under the Pathways Internship Program. 

WHO MAY APPLY: Current students in an accredited high school, college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying education institutions pursuing a qualifying degree or certificate, in good academic standing (GPA of 2.0 and above).

The Pathways Internship Program is designed to attract students enrolled in a wide variety of educational institutions (ranging from high school to graduate school) with paid opportunities to work in agencies and explore Federal careers while in school. This program exposes students to jobs in the Federal civil service by providing meaningful development work at the beginning of their career, before their career paths are fully established.

These positions are in the Excepted service.

Students are expected to work full time over the summer and school breaks and intermittently or part time while school is in session.

The incumbent serves in a Student Trainee capacity in one of the OASH components, providing assistance to the senior staff, acting on responsible and special assignments directly related to the importance and scope of the mission of the office and the work of the staff. The incumbent will perform the following duties:  

  • Assists staff by gathering valid, reliable and evidence based information, performing literature reviews, computer searches and retrievals.
  • Evaluates and reports on the program operation's effectiveness and cost-benefit using prescribed methodologies.
  • Aids various educational and promotional activities, such as group presentations, demonstrations (OASH Exhibits); and assists with planning, developing, coordinating, implementing, and evaluating public health awareness activities and campaigns.

Eligibility Requirements:

Students must meet the following eligibility requirements to participate in this Internship Program:

  • Must be a U.S. Citizen or National
  • Must be at least 16 years of age at the time of appointment
  • Be enrolled or accepted for enrollment as a student on at least a half-time schedule at a qualifying educational institution in a certificate, degree, or diploma program.
  • Be in good academic standing as defined by the educational institution (at least a 2.0 grade point average (GPA).
  • If selected, must sign Student Pathways Program Agreement and provide official transcript at the end of each academic term


At the GS-05 level:

Qualifying experience for GS-05 includes one year of specialized experience comparable to GS-04 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing administrative support tasks and collecting, evaluating and compiling data in order to prepare technical reports documenting analytical findings and conclusions.


Completion of 4 academic years of post-high school leading to a bachelor's degree or equivalent degree.

Equivalent combinations of post-high school education and experience are qualifying for all grade levels for which both education and experience are acceptable.

NOTE: You must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned to support qualifying based on education.  Education requirements must be met by the closing date of this job announcement and your transcript(s) submitted must reflect this.

Students who meet all the requirements at the end of the internship may be non-competitively converted to a term or permanent (career/career-conditional) position. However, there is no guarantee that a position will be available or an offer made to you if you do complete your education and internship. 

To be eligible for conversion, Interns must:

  • Complete at least 640 hours of work experience acquired through the Internship Program;
  • Complete degree or certificate requirements in good academic standing (GPA of 2.0 and above);
