This position is located in the National Credit Union Administration, Office of Chief Information Officer (OCIO). The incumbent serves as the Data Officer (DO) for the agency and manages the development and implementation of NCUA's Data Management Program. The DO is responsible for policies, procedures, standards, strategy, and technical direction for NCUA's many data assets, and provides the strategic leadership, collaborative coordination, and creative problem solving necessary to achieve mission-critical reforms and advances in data administration.

  • As an Information Technology Specialist (DATAMGT) you will:
    Oversee the Agency-wide use of data, with particular emphasis on issues and topics related to data governance, strategy, management, standards and sharing. The DO will be the Agency's champion for open data, ensuring that every opportunity to share data with the public is leveraged.
  • Set Agency-wide data standards and report requirements for the collection, delivery and use of data and associated systems.
  • Oversee the management of master data including financial, survey, security administration, reference, complaint, and industry structure data.
  • Oversee the management of metadata and data governance.
  • Ensure basic metrics for data information architecture, systems and processes have been identified, an ongoing assessment process of these metrics is implemented, and a proactive definition process focusing on addressing business needs is in place. Partner with internal offices in order to help these groups meet their data goals.
  • Advise internal IT teams regarding the proper use, analysis and organization of data in day-to-day IT operations. Communicate awareness and understanding of data needs, objectives, and direction to appropriate stakeholders and users throughout the NCUA. Promote the principle of open data in the Agency and across government.
  • Set NCUA's strategic direction regarding the use of technologies such as business intelligence, data mining, data warehousing, metadata management, ETL (Extract, Transform, Load) and other tools.
  • Work with other IT teams to provide guidance on database management systems.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience You must have one full year of specialized experience comparable in difficulty and responsibility to the next lower grade level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To qualify at the CU-14 level, you must have one year of full-time specialized experience equivalent to the CU-13 level in the federal or private sector. Specialized experience is defined as experience using data analysis and data governance knowledge to evaluate the effectiveness of existing data management processes, formulating enterprise solutions (policies, procedures, standards, strategies) to address needs, and experience defining requirements for Business Intelligence (BI) applications and analysis to include identifying data sources, developing data acquisition strategies and plans, developing data quality metrics and plans, defining and documenting business rules for data transformations, designing databases, and defining reports and analytical methods.

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of  27.87percent for the Alexandria, VA geographical area.
