The Defense Nuclear Facilities Safety Board (Board) is an independent agency in the executive branch chartered with the responsibility of providing recommendations and advice to the President and the Secretary of Energy regarding public health and safety issues at Department of Energy (DOE) defense nuclear facilities.  The Board reviews and evaluates the content and implementation of health and safety standards, as well as other requirements, relating to the design, construction, operation, and decommissioning of DOE’s defense nuclear facilities to ensure that these activities are carried out in a manner that protects the public, workers, and the environment. 

As Deputy General Manager, you will plan, direct, and effect continuous improvement in the Board’s administrative operations.  You will work with the General Manager to provide strategic level guidance on managing and directing administrative programs and activities, through collaboration, across the Board functions.  In addition, you will be responsible for executive leadership and management of the following programs:  internal controls, public affairs and congressional relations, Freedom of Information/Privacy Act, and emergency response.  You will also supervise administrative support positions in the Office of the Chairman.  

Applicants who are members of the Senior Executive Service will retain their current rate of basic pay, if higher than $167,000, if selected for the position.

• Assists the General Manager in planning and directing the Board’s administrative operations to include: acquisition, financial programs, internal controls, information technology, records management, human resources, security, administrative management, facilities management, and emergency response.

• Establishes a comprehensive Board internal control structure that ensures the effective and efficient operations of the Board through processes, procedures, review mechanisms, and orderly operations of the Board; establishes and maintains effective internal controls for all Board systems to prevent and deter fraud, waste, or abuse of resources and to promote responsive management of all Federal Government programs. 

• Strengthens and codifies all Board administrative processes, practices, and procedures.  Advises the Board and top agency officials on administrative policies, regulations, practices, and their effect on the Board’s operations. 

• Manages the Board’s public affairs activities.  Develops and maintains the Board’s Strategic Communications Plan; oversees the development, publication, and tracking of all external communications to ensure transparency and to inform Congress, the public, and other external parties of Board oversight activities.  Leads and coordinates all public affairs activities related to the preparation and support for Board public hearings and meetings.  Assists the Board in coordinating responses to Congressional and/or administration inquiries; manages and coordinates the preparation and publication of official Board responses, reports, and Congressional testimony.

• Manages the Board’s Freedom of Information Act (FOIA) and Privacy Act programs.  Serves as the Board’s FOIA Officer and Privacy Act Officer. 

• Manages the Board’s emergency response processes and procedures including Continuity of Operations (COOP), COOP site management, development of processes for employee accountability, creation of devolution and exercise of reconstitution operations, and an annual exercise plan to ensure all options of Board succession planning are considered.
