JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
This position is located at Fort Wainwright, AK.

Fairbanks, Alaska is host to many different cultures, unique shopping and dining facilities, and sporting activities such as fishing, hunting, hiking, camping, snowboarding, and skiing. We have spectacular views of the Northern Lights and larger than life ice sculptures. The population of Fairbanks is about 87,000. Winter brings consistent snow conditions from November through March. Winter temperatures average 8 degrees F to -19 degrees F; summer temperatures rise into the 70s and 80s.

Federal employees in Alaska are currently entitled to receive a 5.57% Cost of Living Allowance (COLA) in addition to the base salary.  This is subject to change.

    As a Health System Specialist, you will perform duties such as:

    • Oversee technical performance within the call center in which the duties consist of booking appointments in Primary Care and Specialty Clinics.
    • Review directives and policies for applicable changes and make additions, changes, or deletions to ensure compliance with guides.
    • Coordinate with health center staff in developing procedures for special/unique clinic requirements affecting scheduling of appointments, creation of provider schedule/templates, and opening schedules.
    • Monitor telecommunication and automated data processing (ADP) systems utilized by the Patient Administration System (PAS) to include Composite Health Care System (CHCS) and Message Processing Center (MCP).
    • Assist with the development, consolidation, and preparation of implementation plans for improved healthcare delivery systems and programs, and analyze the quality of data provided by clinics and providers.

    Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as: generating basic reports and performing simple data analysis from various healthcare systems.  This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

    Some federal jobs allow you to substitute your education for the required experience in order to qualify.  For this job, you may qualify if your education meets the definitions below:
    Education Substitution for Specialized Experience for GS-07:

    Successful completion of at least one full year of graduate-level education progressing toward a master’s or higher degree leading to such a degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

    Superior Academic Achievement for GS-07: Successful completion of a bachelor’s degree with Superior Academic Achievement. Applicant must meet one of the following provisions for superior academic achievement:

    1. A standing in the upper third of your college class or major subdivision (e.g. school of business) at the time you apply.

    2. A grade point average of "B" (3.0 on a 4.0 scale) or its equivalent for all courses completed; (a) at the time of application; or (b) during the last two years of your undergraduate curriculum.

    3. A "B+" (3.5. on a 4.0 scale) or its equivalent for all courses completed in a qualifying major field of study, either:(a) at the time of application; or (b) during the last 2 years of your undergraduate curriculum.

    4. Election to membership in one of the national honorary societies (other than freshman societies) that meets the requirements of the Association of College of Honor Societies.

    Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9.  

    NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society.
    Combination of Experience and Education Substitution for Specialized Experience for GS-07:

    If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

    You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

    • Ability to Fact Find and Analyze Statistical Data
    • Knowledge of Patient Appointment and Referral Coordination Center
    • Skill in Written/Oral Communication
    • Knowledge of Medical Healthcare Delivery Systems
