The incumbent serves as legal advisor and point of contact on the entirety of Tribal government and Native community issues relating to communications development and adoption on Tribal lands nationwide. The Office of Native Affairs and Policy is the official Commission lead office for ongoing consultation, coordination, and outreach to American Indian Tribes, Alaska Native Villages, and other Native communities. The incumbent serves as a staff attorney performing a variety of legal duties pertaining to the Communications Act and the communications industries and services. The incumbent works on cases or legal issues of extreme complexity. These cases or issues are characterized by one or more of the following: 1) extremely complex and difficult issues requiring a high order of legal endeavor with the incumbent often having to balance conflicting interests: and 2) matters that can have an important impact on a major industry whose economic position affects major private and public interests.

Specialized Experience: Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Applicants must have a minimum of one year of specialized experience in or equivalent to the next lower grade level in the Federal service.
For GS-12: Applicants must have a minimum of one year of professional law experience in or equivalent to the GS-11 level in the Federal Service. For this position, specialized experience must include the following:
1. conducting in-depth legal research;
2. drafting legal documents; and
3. providing input regarding the resolution of legal issues.
For GS-13: Applicants must possess at least two years of professional law experience and at least one year must be equivalent to the GS-12 level in the Federal Service. For this position, specialized experience must include the following:
1. conducting in-depth legal research;
2. preparing complex legal documents;
3. developing research strategies for legal issues;
4. writing documents such as briefs, research memoranda and report summaries with analyses and recommendations; and
5. making oral presentations and communicating research results.
For GS-14: Applicants must possess at least three years of professional law experience and at least one year must be equivalent to the GS-13 level in the Federal Service. For this position, specialized experience must include the following:
1. interpreting communication laws, statutes, regulations and/or rulemaking documents;
2. analyzing legal issues including weighing implications, identifying potential problems and proposing solutions;
3. writing documents to include briefs, issue papers, and report summaries with analyses and recommendations; and
4. representing an organization and communicating its policy and/or legal position.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
