About the Agency

This position is located in the Technical Services (Cataloging) Section of the Navy Department Library (NDL), a branch of the Naval History and Heritage Command (NHHC).  This section is responsible for analyzing, organizing, and providing the orderly access and retrieval of print, non-print, and electronic materials to personnel of the naval establishment, the Department of Defense (DOD) and its subordinate services, to other government agencies and to the public (writers, historians, veterans, etc.)

  • Catalog a wide variety of materials related to naval, maritime, military, and related historical subjects.
  • Interpret foreign language material of a technical nature in order to properly catalogue it by appropriate subject headings. (Foreign languages to be encountered include German, French, Spanish, Russian, Korean, and Chinese.)
  • Maintain quality control standards in own work by checking for and correcting errors, assisting in the preparation of administrative reports and statistics, and helping to establish policies and procedures for cataloging and serials.
  • Coordinate the work load of library technicians assigned to copy cataloging, database maintenance, processing materials, and maintaining serials.

BASIC REQUIREMENT – LIBRARIAN: Successful completion of one full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a Bachelor’s degree.
OR
Successful completion of a total of at least five years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
In addition to meeting the educational requirements above, applicants must have specialized experience and/or directly related education.
SPECIALIZED EXPERIENCE: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience includes experience in a library performing cataloging duties such as: 1) Cataloging a variety of materials following the policies and procedures that enable access to a specialized collection of materials, such as naval, military, maritime, and/or historical related subjects; 2) Performing cataloging work the required the use of nationally recognized standard bibliographic and cataloging tools that include Resource Description and Access (RDA) and Anglo American Cataloging Rules; and 3) Interpreting and understanding a library cataloging and automation process in order to classify unique and historically important library materials.
SUBSTITUTE FOR SPECIALIZED EXPERIENCE: Successful completion of two full years of progressively higher level graduate education or master’s in library science or equivalent graduate degree related to the position Or A combination of education and experience as described above that equates to one year of experience.
