About the Agency

This position is located in FE’s Office of Business Operations, Office of Management and Field Operations. The Office of Management and Field Operations is responsible for coordinating corporate human capital management functions including workforce and succession planning; position management; position classification and staffing; and employee development; performance management; workforce diversity, affirmative action and Equal Employment Opportunity programs.

A successful candidate in this position will:

  • Implement and facilitate, evaluate and continually improve FE programs in the areas of recruitment, workforce development and workforce diversity.
  • Support program managers and senior specialists in the promulgation of initiatives that ensure a diverse workforce that has the proper skills and competencies needed to perform FE's current and future mission.

As a Program Specialist, you will:
  • Oversee the development, implementation, execution and evaluation of a corporate recruitment program designed to attract diverse and highly skilled candidates for FE job vacancies; develop and execute a multifaceted outreach campaign to educate perspective job seekers on FE’s mission; and utilize social media to achieve program objectives.
  • Collaborate with program managers to develop organizational recruiting plans, to include educating managers on hiring flexibilities, special hiring programs and authorities, and effective candidate selection techniques and strategies to facilitate workforce and succession planning to include tracking progress and preparing quarterly and annual reports on the FE Disabled Veteran Affirmative Action Program plan; and establishing annual hiring projections for special recruitment programs (i.e. Career Pathways and Presidential Management Fellows).
  • Foster and maintain networking through industry contacts, association memberships, trade groups, and educational institutions to include coordinating and implementing college recruitment initiatives, representing FE at employment fairs and events, and giving presentations at colleges and universities to increase awareness of FE.
  • Serve as the project lead for the Mickey Leland Energy Fellowship (MLEF) program, an FE-wide 10-week summer internship program that provides opportunities to students who are pursing degrees in science, technology (IT), engineering, or mathematics (STEM majors).
  • Support FE’s workforce development and diversity programs by performing analysis of organizational conditions to develop recommendations for new policies and initiatives; and collaborating with office peers in the development, implementation and evaluation of workforce planning and succession planning strategies.
  • Support office operations through collaboration with senior specialists and office management to develop organizational performance goals, objectives and milestones; reporting on the progress and project status in relation to objectives and milestones; and developing information and/or gathering material for use in reports, presentations, and briefings.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidates online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in Federal service.

 GS-12

One year of specialized experience equivalent to the GS-11 level in Federal service. Specialized experience is defined as experience:

  • Reviewing data and conducting studies in support of a recruitment and/or employment program;
  • Collecting, managing, and interpreting employment data; and
  • Communicating complex information and analysis through correspondence, meetings, reports, and briefings.
GS-13

One year of specialized experience equivalent to the GS-12 level in Federal Service. Specialized experience is defined as experience managing an organizational level recruitment and/or employment program with responsibility for program planning, budget forecasting, execution and tracking, administration and oversight of work to include:
  • Conducting strategic outreach and marketing initiatives to build employer brand;
  • Developing recruitment strategies to address current and future organizational competency requirements while ensuring workforce diversity; and
  • Developing and implementing customer satisfaction measures to evaluate program effectiveness.
