As a Lead IT Specialist in the Office of Child Support Enforcement (OCSE), Office of the Deputy Commissioner, Division of State and Tribal Systems (DSTS), you will serve as the expert and advisor to the Direct on technical and project management issues in the general area of state automation of human service programs, particularly automated child support systems.

  • Plan, prioritize, assign, and monitor the staff work through to completion of projects and continuing assignments.
  • Coordinate the analysis of Advance Planning Documents (APDs), Requests for Proposal (RFP) and contracts from state and local governments for Federal Financial Participation (FFP).
  • Oversee the monitoring activities and conducts periodic reviews of state agency computer systems development efforts being funded by FFP.
  • Conduct projects or special initiatives to identify and assess complex programmatic issues which significantly impact computer and technical systems policy objectives.
  • Serve as expert resource on systems development life cycle (SDLC) methodologies and on industry standards such as the Project Management Body of Knowledge (PMBOK), Institute of Electrical and Electronics Engineers (IEEE), and Capability Maturity Model Integrated (CMMI).
  • Speak on behalf and represents a child support program or health or human services program in meetings and conferences as well as on committees and working groups in order to strengthen the program.
  • Develop software applications, designs, and work flow activities to oversee information systems development activities for automated child support systems.

To qualify for this position, you must have IT-related experience demonstrating each of the four competencies and the specialized experience listed below.

Four competencies:

1) Attention to Detail - being thorough when providing oversight of information technology and conscientious about attending to detail in the application of IT policies and procedures;

2) Customer Service - working with clients and customers (e.g., senior management officials, information technology personnel, research and development organizations, etc.) to assess technology needs, providing technical information or assistance, resolving IT problems, or satisfying expectations; knowledgeable about innovations in IT products and services; and committed to providing quality products and services;

3) Oral Communication - expressing highly technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information; delivering technically authoritative and persuasive oral presentations; listening to others, attending to nonverbal cues, and responding appropriately; and

4) Problem Solving - identifying technology problems; determining accuracy and relevance of information; and using expert judgment to generate and evaluate alternatives, and to make recommendations.

 

Specialized Experience:

GS-14: At least one year of specialized experience, equivalent to the GS-13 level in the Federal service that included providing guidance and training to staff in understanding and acquiring systems and software development skills; managing the systems development life cycle for child support or other human services computer information systems, including the design, development, and implementation; and leading the development of Automated Data Processing (ADP) standards, guidelines, and policy to facilitate program operations and control of resources, reporting, and evaluation information.
