FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Expresses concise and accurate financial information and reports in verbal and written form. Reconciles transactions and ensures appropriate budget object class code requirements. Analyzes individual transactions for the completeness and accuracy of all obligating documents, vouchers and invoices. Maintains financial systems by entering planned and committed ledger items to include salary projections, agreement allocations, and other projected costs; OR One full year or 18 semester hours of graduate education in Business Management, Accounting or Finance; OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Analyzes a variety of expenditures (to include salary/benefit costs, travel, procurement, etc.) to prepare and conduct monthly status of funds (SOF) reports. Holds monthly SOF meetings with project leaders and clearly communicates details for which funds were obligated and expended. Analyzes funding allocations to ensure appropriate fiscal identity (including annual, multi-year, and no-year funding), and ensures obligations and expenditures are processed accordingly. Retrieves, analyzes and reviews accounting system reports to ensure budgetary accounts are in balance and accounting data is valid. Prepares accounting adjustments, when required, to ensure accounts remain within budgetary limits. Participates in the development, preparation, execution and review of financial reports and budgetary summaries for a research or scientific center; OR Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree in Business Management, Accounting or Finance. Equivalent combinations of education and experience are qualifying for this grade level.
