    The Peace Corps has made food security an agency global initiative. A number of actions were identified to focus agency attention on food security as a priority program area, and steps were taken to encourage Peace Corps Posts overseas to increase the number of Volunteers engaged in promoting food security as a primary or secondary development activity in their host community. One recommendation emerging out of the Peace Corps new emphasis on food security is to strengthen existing relations with USAID, establish a productive working partnership and, if possible, establish collaborative initiatives that would maximize the effectiveness and impact of USAID and Peace Corps food security initiatives in high-risk countries. The Monitoring and Evaluation Specialist position is on the Food Security Team within the Programming Unit of the Office Overseas Programming and Training Support (OPATS). OPATS responds directly to field needs and supports innovative strategies in technical and information support, training, language program development and measurement, cross-cultural learning, partnership development and the professional development of overseas staff. The incumbent reports to the Food Security Team Lead. The incumbent assists headquarters and field staff implementing food security related projects, activities, plans, etc. to: conceptualize project planning, training and monitoring and evaluation design strategies; determine appropriate data collection methods; create measurement tools; undertake data analysis; prepare monitoring and evaluation information to report to stakeholders; and design and implement plans for training staff and trainees/Volunteers in monitoring, reporting, and program evaluation for use at overseas Posts.

    Duties for the Evaluation Specialist position include:
    -Analyzing quantitative and qualitative information on FTF activities -Overseeing monitoring and evaluation data collection for FTF activities -Developing monitoring and evaluation training materials for use by Peace Corps staff; -Delivering hands-on training on monitoring and evaluation to Peace Corps headquarters and field staff; -Participating in annual project status reviews and feedback to posts implementing FTF or food security related activities; -Preparing information on the results of Peace Corps evaluation activities for dissemination to internal and external audiences;

    -Working in close cooperation with other members of field and headquarters staff on project planning, training and evaluation issues, participation in interest groups and networks on monitoring and evaluation;
    -Conducting/overseeing studies to analyze program and training trends, and overseeing evaluation-related contracts.
    -Designing impact evaluation guidance and analysis that include baseline data collection and target setting guidance and training for FTF and food security related activities

    NOTE: Position may require up to 25% travel.

    KNOWLEDGE, SKILLS, AND ABILITIES:

    Ability to communicate in writing as it relates to monitoring, reporting, and evaluation..

    Ability to provide program management advice and assistance.

    Ability to research topics and analyze the data collected.

    Ability to plan and execute work.

    ADDITIONAL REQUIREMENTS:

    I have experience monitoring, reporting on, and evaluating international development projects.

    MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

    Grade 4:

    Qualifying experience for the FP-04 level includes one year of specialized experience at least equivalent to the FP-05 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are researching or analyzing established administrative issues; or interpreting regulations and organizational policy regarding administrative or program issues to provide advice and guidance on well-precedented issues.

    SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the FP-04 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.

    COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

    Grade 3:

    Qualifying experience for the FP-03 level includes one year of specialized experience at least equivalent to the FP-04 or GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are reviewing information and reconciling conflicting data; devising new or modified methods of analyzing findings; or developing new initiatives in one or more program areas.

    A background security investigation will be required for all new hires.     This is an Excepted Service Appointment. Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees. This position is being filled for an initial 13-month period. Pending funding, the position may be extended for a longer period of time. Peace Corps positions are normally filled for an initial 5 year period. The successful candidate will serve a probationary period equal to 20 percent of the duration of the initial appointment. This keeps our workplace vibrant and our ideas fresh. A background security investigation will be required for all hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
