The Bureau of Indian Affairs is the lead agency for the United States in carrying on a government-to-government relationship with the tribal nations. This position is being filled under the Pathways Internship Program that is designed to attract students with paid opportunities to work in agencies and explore Federal careers while still in school.


The Pathways Internship Program is a streamlined program which replaces the Student Education Employment Program (SEEP) by consolidating the Student Career Experience Program (SCEP) and the Student Temporary Employment Program (STEP).  The Program is designed to attract students enrolled in a wide variety of educational institutions (high school, home-school programs, vocational and technical, undergraduate and graduate) with paid opportunities to work in agencies and explore Federal careers while still in school.  This program exposes students to jobs in the Federal civil service by providing meaningful development work at the beginning of their career, before their career paths are fully established.

These positions are expected to begin SUMMER 2014. Positions to be filled are Student Trainees in Forestry. The program allows students to gain real, paid work experience while pursuing a college degree in a particular career field. Work locations vary each summer and the duties and locations are designed to provide hands on experience and training in the specific discipline for which hired. (Students who successfully complete all work, study, qualifications and other eligibility requirements may be offered permanent positions with our agency upon graduation.)


This Announcement allows acceptance of the applicants through the open period of 08/08/14 with eligible applicants being placed on the register and referred for consideration as vacancies occur. The first Cut-Off date for receipt/referrals of applications to be considered for available vacant positions will be 05/09/14 with a Cut-Off of 30 day increments to follow until 08/08/14. Other Cut-Off dates will be established based on the date that additional List of Eligibles may be requested in order to fill other vacancies. The applicants with 10-point Veterans' Preference who submit a complete application after a Cut-Off date but before the List of Eligibles is issued, will be considered and referred on the List, if qualified.

STUDENT TRAINEE (Rangeland Management)


As a student trainee with the Bureau of Indian Affairs, you will train and gain experience by working with rangeland management professionals in performing technical and basic professional duties pertaining to range management work.


Additional duties may consist of but not limited to:


·    Assisting with inspecting conditions of grazing boundaries, water developments, and proper distribution and movement of livestock. 

·    Serving as a member of a work crew on range improvement projects.

·     Asssting in rangeland management analyses by performing support tasks like driving stakes, measuring, recording plants identified by the supervisor which provide the experience to learn plant identification, soil classification, and use of various devices and technology used in the profession.


·     Receiving other assignments to broaden knowledge of Bureau activities in the related program functions, such as timber, fire, wildlife and recreation.

PATHWAYS INTERNSHIP PROGRAM ELIGIBILITY REQUIREMENT: You must be a student who has been accepted for enrollment or who is enrolled and seeking a degree (diploma or certificate) in a qualifying educational institution on a full or half-time basis (half-time is defined by the educational institution in which the student is enrolled).

EDUCATION REQUIREMENTS: Pathways Program candidates will meet the qualification requirements consistent with OPM qualification standards applicable to the position being filled. See qualification requirements at:

For the GS-3 grade level: Completion of 1 academic year of post-high school study.

For the GS-4 grade level: Completion of 2 academic years of post-high school study or associate’s degree leading to a bachelor’s degree with specialization in or directly related to the position such as Range, Soil Science, Crop Science, Agronomy, Agricultural Discipline, or related natural resource disciplines.

NOTE: One (1) year of education is defined as two semesters (30 semester hours or 45 quarter hours).


NOTE: Individuals must meet the eligibility and qualification requirements throughout the duration of the Internship appointment. Prior to initial appointment, Interns must provide documentation of student status.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.


OTHER: Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver’s license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.



TELEWORK: The Bureau of Indian Affairs has determined that the duties of the position are not suitable for telework under any circumstances.


Pathways Internship Program Requirements:

· Must be at least 16 years of age (17 years if operating a motor vehicle)

· Must have a cumulative GPA of 2.0 or higher.

· Must be enrolled or have been accepted for enrollment in an accredited school.

· Must be taking at least half-time course load.

· Must be in an accepted or enrolled student status until at least 2014.


Student must sign a Pathways Participant Agreement. Intern may work full-time or part-time schedules.

Conversion potential is dependent on management's discretion based on various factors such as budget, organizational need, student performance, education, etc.

To be eligible for conversion to a permanent or term position, Interns must:

·Be a U.S. Citizen

·Complete at least 640 hours of work experience acquired through the Internship Program

·Complete their degree or certificate requirements

·Meet the Office of Personnel Management's qualification standards for the position to which the Intern will be converted

·Meet agency-specific requirements as specified in the Participant's Agreement, and;

·Perform their job successfully as documented through performance evaluations and/or completion of an Individual Development Plan (IDP)
