This position is part of the Recent Graduates Program. This program affords developmental experiences in the Federal government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or program. About the Agency

This position is located in the Office of the Chief Financial Officer. The office's primary function is to serve the principal advisor to the Secretary and Senior Officials on matters related to financial management, financial management systems, financial control and accounting, cooperative agreements, procurement, and discretionary grant policy.

This position may convert to a term, career or career-conditional appointment without further competition.

As a Recent Graduate, the incumbent serves as trainee financial management analyst, utilizing knowledge of financial management principles and procedures in carrying out developmental assignments. These assignments are designed to provide practical application of theory and basic principles of financial management.

The Recent Graduates Program enables individuals who lack experience to explore Federal civil service employment at the beginning of their careers.

A college degree OR

3 years of progressively responsible work experience.  One year equivalent to the GS-4 level in the Federal government. This experience may include: analyzing problems, gathering data on the problems, and identifying potential solutions; planning and organizing work; and speaking and communicating effectively orally and in writing. OR

Combination of education and experience

(GS-7)

A college degree plus one of the indicators of academic success: graduated in the top third of college, university or major subdivision class (e.g., College of Liberal Arts); GPA was 3.0 out of a possible 4.0 in college coursework or in
last 2 years of coursework; GPA of 3.5 in major or in the last 2 years of courses in major; elected to membership in a national honor society (except for freshman honor societies) listed in the Association of College Honor Societies or
Baird's Manual of American College Fraternities.   Notes:  Grade point averages are rounded to one decimal place.  For example, 2.95 is rounded up to 3.0 and 2.94 is rounded down to 2.9.  GPA's exclude pass/fail courses.  If more than 10% of total credits were based on pass/fail courses, applicants cannot generally meet this requirement based on their overall GPA.  However, if they can document that only freshman courses were taken pass/fail, they can meet this
requirement based on their overall GPA. OR

52 weeks of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be
filled.  This experience must be equivalent to the GS-5 level in the Federal government. Examples of experience may include: performing tasks under supervision or in a trainee capacity including: analyzing financial statements; using
automated financial systems; overseeing travel or vendor payments; and reviewing financial policies, guidelines, data documents, reports, or procedures.

Completion of one year of graduate education. OR

Combination of education and experience.

Two years of graduate education. OR

A master's degree or equivalent degree. OR

52 weeks of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be
filled.  This experience must be equivalent to the GS-7 level in the Federal government.  Examples of such experience may have included:  performing tasks under supervision or in a trainee capacity including: reviewing, verifying, analyzing, and evaluating financial operating data/systems; examining financial procedures, documents, and reports for completeness, validity, and quality; conducting quantitative
analyses of financial data; developing cost calculations using cost estimating models and software; formulating segments of annual budget estimates; performing routine budget
administrative duties; preparing financial reports; and providing technical assistance on finance issues. OR

Combination of education and experience.

A Recent Graduate must have completed a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

To be eligible, applicants must apply within two years of degree or certificate completion (except for veterans precluded from doing so due military service obligation, who will have up to six years after degree completion to apply).
