About the Agency

Vacancy announcement amended to extend closing date. Serves as a Resources Management Specialist within the Space Communications and Navigation (SCaN) Division, Human Exploration and Operations Mission Directorate (HEOMD). SCaN is responsible for the development, acquisition, and management of reliable and cost-effective communications and navigation services to meet NASA and other Government requirements for human and robotic space exploration programs. SCaN manages radio telecommunications spectrum utilization in support of all NASA human and robotic space exploration and aeronautics research programs.

Serves as an expert consultant on the most challenging problems in the program management field. Serves as business management senior strategist and advisor on all SCaN program office resource related matters. Represents SCaN management on matters pertaining to program planning control, and execution. Performs strategic planning and analysis program-wide. Plans, develops, coordinates, and implements program policy and procedures consisstent with HEOMD goals and objectives.

Manages total resources operations for a major agency organization or program. Provides authoritative guidance in budgeting, financial management, human resources, and facilities. Reviews budget estimates, analyzes technical and administrative program plans and information, and identifies need for resource adjustments.

Provides overall technical insight into the development and management of policies, procedures, and operational schedules necessary for new systems and functions. Organizes, supervises and trains the Program business staff and directs the execution of the business functions of the Program. Plans, establishes, and directs a program for establishing administrative control systems. Maintains continuous surveillance of schedule milestones for all Program systems which may affect the programmed cost, technical acceptance, or completion date of the program.

Interprets and implements financial regulatory directives related to financial management. Provides analysis of programmatic requirements to include contractor workforce, and civil service workforce. Oversees the preparation of annual and special budget estimates. Recommends distribution of financial resources for programs and activities. Formulates annual budget estimates and justifications.

Applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

GS-15: Specialized experience involves multiple Agency programs and key administrative support functions; provides authoritative and comprehensive advice and assistance to ensure the integration and validation of Agency's Business control systems; establishes and directs program implementing administrative control systems for the agency related to Business systems plans and related costs; experience in budgetary and financial management operations analysis relating to planning, programing, monitoring and evaluating financial management controls, and managing an organization's budget operations, including both budget formulation and execution.
