At the entry level of this position, you will ensure that nationally required data elements are entered in the Integrated Compliance Information System (ICIS) - National Pollutant Discharge Elimination System (NPDES) and retrieve data from the database to produce standard reports, in coordination with the ICIS-NPDES data coordinator. Provide support for Discharge Monitoring Report (DMR) preprint mailings for Environmental Protection Agency (EPA) Permitted Facilities. Serve as the staff contact for NPDES Compliance Unit records management activities and as a liaison between the NPDES Compliance Unit and the broader Regional Records Management Team/Central Records Center. In consultation with senior staff, fulfill NPDES Compliance Unit’s (NCU) obligation to provide public notice for each of its formal enforcement agreements. Act as the primary contact for EPA’s 24-Hour Hotline (noncompliance reporting), periodically providing summary reports of non-compliance reporting NCU staff members. Provide support as needed to the NCU’s Freedom of Information Act (FOIA) Coordinator. Incumbent will carry out other assignments in support of Agency program activities on an as-needed basis under the direction of senior staff and the supervisor.

You do not need a degree to qualify for this position.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-09 level, your resume must reflect at least one year of full time experience collecting data and preparing reports out of an automated information system; experience managing and maintaining records; and experience analyzing, interpreting, and evaluating data OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in any academic discipline.
To qualify for the GS-11 level, your resume must reflect at least one year of full time experience collecting and managing environmental data and preparing reports out of an automated information system; experience managing, maintaining, and archiving an assortment of legal/policy documents and records; experience analyzing, interpreting, and evaluating environmental data OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in any academic discipline.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: (1) Knowledge of environmental concepts, principles and practices applicable to environmental problems associated with the Clean Water Act. (2) Knowledge of automatic database and other software applications. (3) Ability to identify opportunities for improvement in data management processes. (4) Knowledge of records management and filing procedures relating to the subject matter. (5) Ability to communicate orally in order to present information and data clearly. (6) Ability to communicate in writing in order to present information and data clearly. (7) Knowledge of budget and/or financial practices, procedures, regulations in order to track budget information.
This position is designated as Low Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
