These positions may be located in any of the offices reporting to the Office of the Assistant Secretary for Health (OASH), Department of Health and Human Services (DHHS), with vacancies in Washington, DC and Rockville, MD.


The mission of OASH is management oversight of 12 core public health offices — including the Office of the Surgeon General and the U.S. Public Health Service Corps — as well as 10 regional health offices across the nation and 10 Presidential and Secretarial advisory committees.  The primary purpose for this position is serve as a or public health analyst and individually or as part of a team plan, manage or evaluate public health programs, projects or activities associated with of the public health division or office assigned.

  • Plans and implements basic public health initiatives or components of broader, more complex programs in collaboration with local, state, other Federal or international governments and various public, non-profit, and private and health-related organizations. 
  • Collaborates with subject matter experts to develop public health messages and prepare appropriate end-products to communicate public health information to target audiences.
  • Coordinates development of information for use in press releases, talking papers, fact sheets, and papers for presentation at conferences or meetings of professional organizations. 
  • Provides basic technical assistance to contractors and grantees, monitors contract and grant performance, and reviews interagency and cooperative agreements to ensure that required deliverables are provided and that terms and conditions for Federal assistance are met.
  • Reviews public health programs, projects, or studies associated with assigned public health programs to identify potential problems and recommend program improvements to enhance timeliness or successful completion of project plans and objectives. 
  • Collects and interprets data and information from a variety of sources for use in responses to inquires, issue and background papers, reports, and other substantive program documents.

Applicants must possess one year of specialized experience at the next lower grade level (or equivalent) in the normal line of progression for this occupation as stated below.


At the GS-9 level:


Qualifying experience for GS-9 includes one year of specialized experience comparable to GS-7 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting in the identification and evaluation of public health issues and programs and providing guidance to various public, nonprofit, and private organizations on matters relating to the delivery of health education, training and services.




Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in public health or related field of study with course work directly related to the work of the position to be filled.


At the GS-11 level:


Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-9 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience identifying and evaluating public health issues and programs and providing guidance to various public, nonprofit, and private organizations on matters relating to the delivery of health education, training and service; and experience providing technical assistance with public health contracts, grants, or cooperative agreements addressing public health issues.




Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in public health or related field of study with course work directly related to the work of the position to be filled.

1.
