The mission of the Office of Communications (OC) is to provide leadership, expertise, management and coordination to develop successful communications strategies and products that advance the mission of USDA and priorities of the Government, while serving and engaging the public in an open, transparent, collaborative, fair, and easily accessible manner.

The Office of Communications (OC), Information Technology and Resources Management (ITRM) Staff coordinates and administers the use of information technology (IT) within the Office of Communications.

This position is being concurrently announced under Merit Promotion procedures on AG-OC-2014-0126MP. As the IT Project Manager, you will be responsible for the following:

  • Develops, modifies, or provides input to project plans.
  • Designs or conducts studies, cost-benefit analyses, or other research.
  • Develops a business case and plan for proposed project Coordinates and integrates project activities.
  • Evaluates or monitors compliance with laws, regulations, policies standards or procedures.
  • Manages leads or administers project resources.
  • Purchases or contracts for IT services, equipment, products, supplies or other items.
  • Develops information systems testing strategies, plans, or scenarios.
  • Analyze information systems requirements or environment. Identifies standards or requirements for infrastructure configuration or change management.
  • Develops or implements information systems security plans and procedures.
  • Develops and implements product release plan. Implements or maintains quality assurance processes.

Specialized Experience:

GS-13: One year of specialized experience, equivalent to the (GS-12) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as an Information Technology Project Manager. For this position, specialized experience must have provided the incumbent with a detailed knowledge of Information Technology (IT) systems development experience and includes experience applying the organization’s policy and planning formulation process; development and execution of project plans for IT ; management of project resources and priorities; experience working as a Program Manager managing several related development projects.

Competencies: 

In addition to meeting specialized experience, applicants must also show proficiency in the competencies listed below: 1) attention to detail 2) customer service, 3) oral communication, and 4) problem solving.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information ( for example technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving – Identifies problems, determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Other: Project Management Professional (PMP) and/or the Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) credentials desirable. Project Management Institute Agile Certification Practitioner (PMI-ACP) and Certified Scrum Professional (CSP) credentials desirable also.

REQUIREMENTS:

HOW YOU WILL BE EVALUATED:

The category rating procedure is used to rank and select eligible candidates. Under category rating, applicants who meet basic minimum qualification requirements established for the position and whose job related competencies have been assessed are ranked by being placed in one of the following categories: Best Qualified, Well Qualified, and Qualified. Preference eligibles are listed ahead of non-preference eligibles within each category.

You will be evaluated based on your qualifications for this position as evidenced by the education, experience, and training you described in your application package, as well as the responses to the Occupational Questionnaire to determine the degree to which you possess the knowledge, skills, abilities and competencies listed below:

  • Knowledge of pertinent contracting laws, regulations, policies and precedents.
  • Knowledge of system software/hardware and systems development life cycles.
  • Knowledge of policy directives and Executives orders governing infrastructure protection.
  • Ability to apply the organization’s policy and planning formulation process.
  • Ability to manage and direct project teams performing IT projects spanning some or all of the systems development life cycle.
  • Skill in oral and written communication.
