This position is located in the FINANCIAL MANAGEMENT DIVISION. Candidates selected for this position will serve as a BUDGET ANALYST/ADMINISTRATIVE SUPPORT ASSISTANT for MCCS.

Performs a wide variety of analytical duties connected with the formulation and execution of program objectives.  Assists in the creation of overall division operating budgets.  Computes financial data and statistics to prepare reports and formal consolidated budget forecasts on budget execution. Prepares reports and correspondence for management briefings.  Responsible for continuous analysis of cost centers for cost/profit effectiveness, alerting management to hours of operation and labor hour variances.  Conduct payroll analysis for Division to maximize productivity.  Continually analyze system to identify needs, opportunities and efficiencies to operate more effectively.  Meets with managers informally & formally to hear and resolve issues and problems regarding expenses and inventory discrepancies. Compares and contrasts current and historical data to determine trends and anticipate future requirements. Collects, compiles, formulates, inputs and analyzes data for the Balanced Scorecard that utilizes measures to report and analyze quarterly performance standards in every aspect of the Division's business operations ranging from ensuring employee training areas/ranges meet present and future requirements; strengthening mobilization and deployment support; maximizing use of available resources; strengthening safety and security; improving work processes; and optimizing the workforce.

Provides direct administrative assistance to management within Marine Corps Community Services (MCCS). Performs a variety of responsible administrative duties requiring a substantial level of judgment, experience and discretion. Screens calls and visitors for management, personally handles majority of requests for information and refers others as appropriate. Types correspondence, reports, and other materials in final smooth format.  Maintains organization and update of various files, regulations, manuals and directives.  Reviews all incoming correspondence, determining proper action.  Reviews outgoing correspondence and reports ensuring proper format and concurrence with established directives. Maintains calendar and schedules appointments and meetings according to workload and current issues of importance for management positions.  Performs daily responsibilities independently.  May provide training to lower-graded administrative employees as needed.  Maintains and follows-up on scheduling of meetings, training, conferences and personnel issues for management. May serve on various advisory committees.  Acts as liaison among employees in management positions, managers, local command POC’s, outside agencies, other commands and other MCCS divisions.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for help when problems arise.  Adheres to safety regulations and standards.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.  Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

QUALIFICATIONS REQUIRED:

Must have three years of experience in utilizing generally accepted accounting principles, methods, techniques and systems.  Experience in the preparation of operating budgets for a multifaceted business operation is desired.  Knowledge of payroll, cost, fiscal, supply procedures to account of funds, prepare documents and develop budget estimates.  Must have knowledge of internal review and cost analysis dealing with nonappropriated and/or appropriated funds.  Must have the ability to identify and analyze problems and select solutions and alternatives.  Must have knowledge of administrative management and ability to apply this knowledge in various work operations.  Must have knowledge of grammar, spelling, punctuation and experience in the operation of a personal computer and peripheral equipment.  Must be experienced in a variety of integrated software programs to include advanced spreadsheets. Must demonstrate effective oral and written communication.  This is a white-collar position where occasional lifting up to 20 lbs may be required.
