About the Agency

These positions will serve as Contract Specialists in the Office of the Executive Director, Chief Financial Officer, Acquisition Services Division responsible for cradle-to-grave contract management in support of the Commission's short- and long-range programs and objectives.

This position is INCLUDED in the bargaining unit.

--Responsibility for directing gradle-to-grave contracting activities on small and large complex Information Technology acquisitions.

--Responsibility for solicitation, negotiation, administration, close-out and termination small and large Information Technology contracts.

--Responsibility for competitively acquiring a wide variety of commodities including but not limited to supplies, furniture, telecommunications, equipment, Enterprise-wide Agreements, Strategic Initiatives, IT support services, financial management services, guard services, facilities management, administrative support, and other professional services.

--Responsibility for Postaward functions to include monitoring of COR and contractors' performance; interpreting contract clauses and provisions for contractors and Agency officials, providing advice and guidance; negotiating contract modifications and issuing change orders necessitated by changed mission requirements, defective specifications, changed site conditions, etc.

--Responsibility to serve as a business advisor to a wide range of customers, advising Commission personnel of pertinent program and acquisition related policies and procedures required to successfully acquire best value total solutions for services, supplies and/or equipment needs.

In order to meet the minimum requirements for this position, you must have one year of specialized experience equivalent to the GS12 level in the Federal service. For this position, specialized experience is defined as: Experience performing all aspects of contracting transactions from initiation to awarding contracts, to the administration and closing of contracts related to Information Technology Systems and Services; experience can also include leading or participating in projects that focus on policy development, operations/program improvements, and/or training other contract specialists.
You must possess at least one of the following certifications, as well as an Agency Renewal Letter certifying completion of 80 continuous learning points of skills currency training if the certification(s) were issued more than two years ago. You MUST upload a copy of your certification(s) and Renewal Letter if applicable in order to receive consideration. The certifications that can be used to meet this requirement are:
-The Federal Acquisition Certification-Contracting (FAC-C) Level II or higher;or
-The Defense Acquisition Workforce Improvement Act Certification (DAWIA) Level II or higher

This position requires completion of a Bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. You MUST upload your transcripts in order to meet this requirement. You qualify for an exception to the educational requirement if you have been employed in the 1102 series as of January 1, 2000. Candidates must meet the Contracting Specialist standards.

--Knowledge of and demonstrated experience in contract Pre-Award, Award and Post-Award activities on complex procurements. This includes applying innovative concepts, policies and regulations, performing market research, developing acquisition strategies, considering small business concerns, working with various contract types, assisting with the development of Performance Work Statements (PWS), selecting evaluation criteria, directing technical evaluation teams/panels, performing cost/price analysis, and applying negotiation techniques, etc.

--Ability to analyze Federal Acquisition Regulations and guidance as it relates to the purchase of goods and services. This would include concepts related to the full range of contract types, administration methods, principles and procedures, directives, GAO decisions and case law applicable to the execution of a diverse and complex mix of contracts for major systems and extensive program initiatives.

--Demonstrated ability to communicate and represent an organization with both internal and external audiences on acquisition practices, processes, policies, and procedures in a clear, concise, and cognitive manner.

--Knowledge of and demonstrated experience in advising customers on acquisition-related roles, and in the development and implementation of strategies needed to assure supplies and services are available when needed to meet mission requirements. Developing contract action plans to solve problems working hand-in-hand with the Program Offices to meet mission objectives. Establishing performance goals and assessing programs toward achievement.
