The Senior Executive Service (SES) covers managerial positions above GS-15 in the
Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Career appointees are eligible for bonuses based on performance in addition to base pay. Competitive status is not required, veterans preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period. Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in the following five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions. These areas are incorporated in the five executive/managerial requirements for the position. Information about the leadership requirements for SES-level positions is available on the OPM website.
This position may also be filled on a one-to-three year Senior Executive Service (SES) Limited Term Appointment or on an Intergovernmental Personnel Act (IPA) assignment basis. Under the provisions of the IPA, assignees remain on the payroll of his/her home institution and the institution continues to administer pay and benefits. The National Science Foundation (NSF) will reimburse the home institution for NSF's negotiated share of the costs.

As principal associate to the NSF Assistant Director for the Directorate for Education and Human Resources (EHR) and a member of the senior leadership team, the Deputy Assistant Director joins with the Assistant Director to provide intellectual leadership and management oversight in all aspects of EHR’s scientific program. The Directorate provides research-oriented leadership for the Nation in Science, Technology, Engineering, and Mathematics (STEM) learning and education through its four divisions: Undergraduate Education; Graduate Education; Human Resource Development; and Research on Learning in Formal and Informal Settings. Program goals include fundamental research, research-based development, direct support to students through scholarships and fellowships, and large-scale interventions devoted to enhancing the pipeline for the STEM workforce. The work of the directorate is organized around thematic areas: learning and learning environments, broadening participation and capacity, and professional workforce development. On behalf of the Assistant Director, the Deputy Assistant Director has strategic oversight responsibility for the implementation of policy, represents EHR on internal and external senior level policy and planning bodies, and with external stakeholder groups, and serves as the Assistant Director in his/her absence. In conjunction with the Assistant Director, the Deputy Assistant Director provides leadership in the continued improvement of EHR functions and mission development, direction, and guidance to staff members in the Office of the Assistant Director and across the Directorate. The Deputy Assistant Director is an expert leader, manager, and full participant in the planning, development, implementation, and monitoring of EHR programs and activities.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive/Managerial Qualifications (ECQs/Ems); but a narrative statement for each of the Professional/Technical Qualifications (PTQs) is recommended.

- Ph.D. in STEM education, public education policy, or a STEM discipline; or equivalent professional experience, or a combination of education and equivalent experience in research and/or policy in at least one of the fields represented in the EHR Directorate (e.g., K-12, undergraduate, and/or graduate STEM education, learning in informal environments, learning sciences, STEM learning and learning environments, workforce development, broadening participation, and disciplinary STEM education.)
- Senior management experience in academic, government, not-for-profit, and/or private sector national research and education endeavors directed at the enhancement of STEM education. Ability to establish a vision for the future of STEM education and learning.
- Skill in building on the expertise and knowledge of researchers and educators in multiple disciplines to develop and implement approaches and programs that address important cross-cutting national challenges and priorities in STEM, and conduct research on learning.
- Demonstrated knowledge of STEM education policy issues at Federal and/or state level, as related to EHR responsibilities and mission.
- Demonstrated ability in providing liaison and communication with high-level officials of the Federal and scientific/education academic communities and with officials of major STEM organizations, the media and diverse audiences.
