This position is located in the Federal Railroad Administration’s (FRA’s) Office of the Associate Administrator for Railroad Policy and Development, Office of Policy and Planning, Passenger Rail Policy Division. The Passenger Rail Policy Division is responsible for assessing passenger rail and Amtrak service, financial performance, investments and policy issues, and supports railroads and other stakeholders in advancing high-performance passenger rail policy objectives and plans. You will be responsible for the reviewing and supporting the development of long-term and annual capital plans for investments in passenger rail assets for which Amtrak is responsible. You will also be responsible for supporting the Office of Program Delivery by assisting in the development and monitoring of Service Outcome Agreements associated with Agency investments in high-performance passenger rail.  

The IDEAL CANDIDATE for this position is an experienced professional who has experience in analyzing and reviewing passenger railroad infrastructure investment plans and making policy recommendations to government officials.

This position is telework eligible and the selectee may be eligible for  regular (at least 1 day per pay period) or ad hoc (on a supervisor approved intermittent basis).


As a Community Planner, you will be required to:

  • Assess plans, monitor performance, and recommend policies for passenger rail business line services operated by Amtrak related to capital investments.
  • Observe progress, review progress records, analyze and verify Amtrak capital plan’s conformance with Federal statutory and regulatory requirements under Buy America, Civil Rights (ADA, Title VI, EEO, DBE), Clean Air, federal procurement and claims, uniform real estate acquisition and relocations, and related laws and regulations.
  • Negotiate transportation planning issues including technical, financial, administrative and programmatic issues related to Amtrak.
