INTRODUCTION: This position is located in the Civil Engineering (CE) Squadron, Mission Support Group of an Air National Guard (ANG) Aviation Wing.  The primary purpose is to provide leadership, comprehensive planning of financial and day-to-day and long-term maintenance and repair programs within the Civil Engineer activity in order to ensure sustained reliability of real estate facilities in support of ANG organizations.  The incumbent plans for, directs, organizes, and exercises control over military members of the CE squadron, Non-Dual Status (NDS) and Dual Status (DS) technicians, NDS civilian, state and contracted work forces.  The position administers the state ANG Energy Management program.  Responsibility is for not only the repair and maintenance of the ANG facilities but also for all assigned Geographically Separated Units (GSU).  The incumbent works directly with local and state authorities for all Homeland Security issues and with departments of State Emergency Management.

DUTIES & RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO: Responsible for the sustained reliability of real estate facilities in support of ANG organizations. Serves as CE budget analyst and primary representative to the Base Financial Working Group. Directs recurring service and preventative maintenance programs, and repair and maintenance requirements through customer based work order requests, self-help, and building manager programs. Supervises, directly or indirectly, the following personnel and their functions:  Production Control, Power Support Systems Mechanic, Liquid Fuels Maintenance, Supply Technician/Tools and Parts attendants, the State O&M Superintendent and all maintenance and state accounting personnel. Plays a pivotal role in maintenance, repair and construction activities. Provides critical direction in contract development and execution. Ensures base compliance with Federal standards including OSHA, EPA, NFPA, as well as other state and local standards. Coordinates a large staff of military members to carry out long-range squadron goals and short-range objectives. Performs other duties as assigned.

MILITARY COMPATIBILITY REQUIREMENTS: Selected candidate is required to be assigned to a compatible military unit and MOS/AFSC in accordance with TPR 303. AFSC: 3EXXX


Meeting the months of experience requirement will not by itself be accepted as proof of qualification. Quality, type, and scope of experience or education must be demonstrated to show that applicant is fully qualified to perform duties at the grade level announced.


MINIMUM EXPERIENCE REQUIRED: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.


REQUIRED SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan.  Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems.   Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness. Experience in managing the function of the work to be performed.  Experience which includes leading, directing and assigning work of personnel.


KNOWLEDGE, SKILLS, AND ABILITIES: Resume must reflect applicable experience.


Comprehensive knowledge of state and Federal contracting laws; DoD, Army, Air Force, NG, local purchase and contracting/procurement regulations and procedures governing contracting activities and the ability to utilize analytical techniques to analyze various legal and contractual situations as they occur or before they occur.  Thorough understanding of the various types of construction funding and their particular limits.


In-depth knowledge of compliance programs, i.e., Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), National Fire Protection Association (NFPA), and Federal Emergency Management Agency (FEMA).


Knowledge of government financial planning and of the Planning, Programming and Budgeting System (PPBS) in order to identify facility and operation requirements and to ensure financial resources are available for required repair and maintenance. 


Knowledge of the technical operations of the base-wide physical plant in order to plan and coordination plant operations, to oversee the correction of mechanical failures, ensure proper maintenance of the base physical plant, and to prevent the disruption of vital services.


Knowledge of energy management initiatives and regulations to ensure proper energy reduction measures are taken in compliance with these regulations.


Skill in oral and written communications.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.  Education -Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

MILITARY REQUIREMENTS – Military skill set is determined by AFSC/MOS requirements.  Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.  Specific requirements are found in: references listed below, NGB Compatibility tables and your local Personnel section.

For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. 

OTHER REQUIREMENTS - For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
