About the Agency

This position is located in the Office of Business Enterprises, Partnerships and Outreach Programs Directorate. Incumbent is responsible for new business development and marketing, generating new ideas and opportunities leading to new applications of current products and services, and new product development. Responsible for close interaction with curatorial staff with respect to the Library's mission, and the development and maintenance of those relationships to ensure a rounded business strategy and the proper use of the collections in regard to branding, marketing, and licensing. Responsible for working with external partners to create a business development plan that identifies potentially profitable relationships for the Library in support of its mission and services to Congress and the public. Ensures that all products and services meet the high quality of the Library of Congress. The incumbent reports to the Business Enterprises Officer.  The position description number for this position is 169272. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime work schedule. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

    Program Planning and Management Work 30%

    Develops and implements programs and procedures for generating new product ideas, evaluating those ideas, and developing them for commercialization. Responsible for annual budgets associated with all new business development initiatives. Facilitates end-to-end support in the development, design, implementation, and maintenance of new partnerships and products.

    Program Evaluation 30%

    Conducts comprehensive evaluations of ongoing functions to ensure the organization meets its stated goals, and identifies areas where operational efficiency can be enhanced. Reviews productivity in all areas, monitors problem areas, and oversees implementation of solutions that will eliminate them. Recommends actions necessary to maintain or improve the quality and quantity of operational services involving the introduction or refinement of automation, reorganization of operating sections and units, reassignment of personnel, development of proposals to increase the organization's resources, or other actions.

    Problem Identification and Resolution 25%

    Identifies and proposes solutions to management problems of major importance to planning program direction. Provides expert guidance in the resolution of complex problems and issues impacting The Library of Congress programs, such as those associated with marketing digital products and services to segmented agency programs. Participates in the analysis of agency-wide projects and programs, such as directing the marketing analysis of agency-wide program needs and requirements.

    Develops Product Quality Programs 15%

    Ensures all products and services meet the high quality of the Library of Congress. Applies established quality assurance methods and techniques to products and processes. Assesses contractor production activities, technical capabilities, and competence to meet contract quality requirements, under the supervision of the Library's contracting officer. Evaluates contractor proposals and quality systems. Formulates contracts. As the Contracting Officer's Technical Representative, monitors contractor performance, maintains performance records and enforces all contract requirements
