This position is located within the Integrated Support Services Directorate (ISS), Office of Support Operations (OSO), at the Library of Congress (LOC). The incumbent works under the general supervision of the Director of Integrated Support Services who provides broad policy guidance and direction. Incumbent is responsible for the overall daily leadership and management of the agency's custodial services program and related activities as assigned. Incumbent has day-to-day responsibility and oversight of the maintenance and custodial care of 4 million square feet or real property on Capitol Hill and an additional 1.5 million square feet or real property off campus to include General Services Administration (GSA) leased facilities and decentralized Federal property. Serves as liaison with building occupants to track deficiencies. Ensures that environmental health and safety requirements are met and engages in preventative maintenance.

Responsible for the management and oversight of the agency's building maintenance and custodial services program. Develops changes to policies, programs and criteria to correct problems and makes recommendations on plans, schedules, and major projects. Provides innovative thinking beyond traditional cleaning services, combining science and best practices to deliver the most efficient cleaning solutions to sustain environmentally friendly cleaning.
Independently identifies and addresses long range needs, issues, and questions affecting the overall maintenance and custodial program of the Library. Takes charge of new projects, makes decisions, initiates actions and follows through assuring consistency with management guidelines. Analyzes deficiencies, conducts benchmarking and develops strategies for improvement. Reviews and analyzes custodial plans; prepares and reviews completed staff actions and studies; and makes recommendations by providing data that serves as a guide to higher officials. Reviews subordinate supervisors’ recommendations and determines their validity in relation to the overall objectives of the custodial program. Responsible for implementing a Quality Assurance (QA) protocol, ensuring staff training in QA techniques, collecting and analyzing data on the facilities condition, and state of cleanliness.
Supervises employees performing work at the GS-13 level. Provides administrative and technical supervision necessary for accomplishing the work of the program office. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers’ performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Ensures subordinates are trained to comply with applicable safety regulations. Performs contract oversight related to but not limited to custodial services for on-campus and off-campus facilities, pest control, preventative maintenance plans, facility assessment, trash removal and building quality assurance teams. Analyzes and assesses contractor effectiveness for long-term, extensive technical service contracts, cost type and/or performance based contracts, such as monitoring the status of contract performance or progress, and approval of payments. Develops Statements of Work, Independent Government Estimates, Sole Source Documentation, and other contract related work. Coordinates with assigned Contracting Officers to ensure contract compliance and operational effectiveness of contractors. Serves as Contracting Officer's Representative (COR) and oversees multiple COR activities assigned. Monitors contractor activities through evaluation meetings between contractor and senior Library leadership. Monitors contract burn rates and prepares all documentation for funding requests. Conducts daily site inspections, and reviews subordinates' reports to ensure contractor compliance with technical, financial, delivery, and other contract terms. Prepares memoranda, letters, and correspondence for distribution to designated personnel.
