The Supervisory Information Technology Specialist (WDL Operations Manager) is responsible for managing the production of data content; working with program and development staff to design and implement content workflow processes and tools over the entire content production process, i.e., from transfer to maintenance; manage WDL digital conversion centers at WDL partner institutions; and work with program and development staff to identify and implement solutions in the areas of web hosting and storage, compliance with IT security requirement and implementation of new website features and other applications.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a supervisory, non-bargaining unit position.


Provides the administrative and technical supervision to employees assigned to the Digital Conversion Team of the World Digital Library. Supervises a group of employees performing work at the GS-9 through GS-14 levels. Monitors workloads, and adjusts assignments as necessary to ensure maximum use of available resources.

Coordinates multi-stage production process involving content transfer, processing, cataloging, translation, publication, and maintenance. The Operations Manager will work with content manager, metadata coordinator and cataloger, translation coordinator and translators/translation contractor, writers and editors, developers, and other staff to ensure timely addition of content to the WDL in accordance with the WDL content objectives.

Manages and coordinates contract administration activities as they relate to content production.  Evaluates contractor procedures and performance.  Monitors and reports on the status and progress of the work, checks on work in progress and reviews completed work to assure that instructions and targets on work priorities, methods, deadlines, and quality have been met.

Works with Information Technology staff, other relevant Library of Congress staff, and external organizations to identify and implement content transfer, content storage, and web hosting solutions; and to ensure that the WDL meets all security documentation requirements.  Manages the implementation  of new website features and other application development.

Works with partner institutions, Library staff and contractors, to procure digital conversion equipment for long-term loan to partner institutions in other countries. Oversees purchase and import of such equipment, training of appropriate partner institution staff, and establishment of work flows leading to the transfer of digital content for inclusion in the World Digital Library project.
