JOB SUMMARY:

MINNESOTA ARMY NATIONAL GUARD

This position is located in a Surface Maintenance Facility.   Its purpose is to supervise workers through subordinate leaders in accomplishing work of the function.

NATIONAL GUARD MEMBERSHIP REQUIRED

This is an Excepted Service position that requires active membership in a compatible MOS in the Minnesota Army National Guard and wear of the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently enlisted in the Minnesota Army National Guard must be eligible for immediate enlistment or appointment. Plans use of subordinate workers, equipment,facilities, and materials.   Establishes deadlines, priorities and work sequences and plans work assignments based on general work schedules, methods, and policies set by the supervisor.   Coordinates work with supporting or related work functions controlled by other supervisors.  Determines the number and types of workers needed to accomplish specific projects.   Determines skills, materials,and equipment required to do the work.  Assigned tasks to be performed based on readiness and explains work requirements, methods, and procedures.  Plans and establishes overall leave schedules.   Determines training needs of subordinates and arranges for accomplishment.   Sets performance standards and makes formal appraisals of subordinate work performance.   Initiates recommendations for promotion or reassignment of subordinates.  Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised.   Implements and complies with agency, state,and federal regulatory OSHA and environmental requirements.   Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises.   Performs other duties as assigned.

GENERAL EXPERIENCE:   Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates,estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.


SPECIALIZED EXPERIENCE:  In additional to the journeyman level knowledge,experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel.  Experience which required the review of work requirements and establish priorities to meet deadlines.   Experience that provided knowledge of various lines of work performed by this function.   Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes.   Experience in adapting existing equipment and techniques to new situations.

COMPATIBILE MILITARY ASSIGNMENT:   BR 25, 91, 92, 94, WMOS 882A

MILITARY COMPATIBILITY:   Upon selection, individual must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota National Guard.

EVALUATION FACTORS:   Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. To ensure full consideration, applicants are urged to submit information about their training, self-development, outside experience, activities and awards. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.

AREAS OF PRIORITY: In accordance with MN National Guard Regulation 690-335 (Army) or 36-1 (Air), applications will be forwarded to the selecting official to conduct interviews by area of priority listed below:

Area 1: Career/Career-Conditional technicians and Indefinite technicians assigned to the Minnesota Army National Guard.

Area 2: Career/Career-Conditional technicians and Indefinite technicians assigned to the Minnesota Air National Guard Statewide (133rd Airlift Wing and 148th Fighter Wing) who were initially hired based on a posted job vacancy.

Area 3: Minnesota National Guard technicians who have not previously competed and traditional Minnesota National Guard members.

Area 4: National Guard technicians from other states and civilian persons eligible for membership in the Minnesota Army National Guard.
