NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the North Carolina Air National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with the requirements as a condition of employment.  Applicants must be current members of the Air National Guard.

POSITION INFORMATION:  Full-time Excepted Service  (Indefinite). This position is to be filled indefinite.  Individual selected may be terminated from employment upon receipt of a 30 day notice if shortage of funds or workload so dictates.  Selected individual will be eligible for retirement and insurance benefits.  Selected individual may be non-competitively converted to a permanent status if this position becomes permanently funded.

Duties

Performs as Instructor Loadmaster Technician. Conducts training to ensure worldwide airlift loadmaster capability to include initial Qualification, Mission Qualification, Requalification, continuation training and specialized training. Training includes actual formal classroom instruction and on-the-job experience through flying, simulated or real world missions. Analyzes and interprets, writes and modifies general guidelines from a broad scope of principles, concepts, technology and methodology in order to form practical lesson plans for flying training. Initiates and maintains training records. Analyzes and evaluates training accomplishments to determine the effectiveness of the Aircrew Loadmaster training program. Instructs and certifies Loadmasters on the proper use of night vision equipment for engine running on/off loads, Aeromedical Evacuation missions, and all methods of airdrop. Preplans all airplane cargo loads and supervises all personnel involved in loading/offloading operations. Ensures the airplane cargo compartment is properly configured for any assigned mission. Operates airplane systems pertaining to loading/offloading operations. Ensures all cargo and passengers are properly restrained prior to flight. Computes airplane weight and balance and performs appropriate preflight and postflight inspections. Ensures airplane is prepared for all types of aerial delivery missions and ensures airdrop systems and loads are properly rigged in the airplane. Advises the pilot of malfunctions and recommends proper corrective actions in all areas pertaining to airplane loading/offloading and aerial delivery operations. Monitors cargo and adjusts restraints as required in flight. Supervises passengers. Performs the duties of scanner in flight. Performs emergency procedure actions as required by applicable directives and/or the pilot. Operates airplane defensive/ECM systems as required. Modular Airborne Fire Fighting System (MAFFS) The Aircrew Loadmaster is the sole operator of the complex MAFFS. Provides instruction on MAFFS and in-flight MAFFS duties to Aircrew Loadmasters. Coordinates directly with the U.S. Forest Service and applicable State and Local agencies for the onloading of firefighting retardants. Responsible for rapid loading, assembling, securing and preflighting of the MAFFS unit on C-130 aircraft. Performs duties while aircraft is flying at very low level altitudes over forest fires. Loadmasters are exposed to the compounds used in the fire retardant operations. Joint Airdrop Inspector (JAI) Develops, manages, and instructs/evaluates all loadmasters on airdrop equipment, load rigging, hazardous cargo and JAI procedures.  Performs final airdrop inspections on all airdrop loads to insure and certify all airdrop loads have been rigged IAW all applicable rigging Technical Orders (T.O.s). Serves as unit representative on all inter-service aerial delivery review panels.  Attends tri-annual Joint Service Airdrop Review and Malfunction Analysis Board meetings.  Investigates and reports on airdrop malfunctions in the aircraft and at remote drop zones and serves as critical liaison between the flying squadron and group tactics office. Must attend, re-certify, conduct and instruct a Joint Airdrop Inspector certification course annually. Drop Zone Control Officer (DZCO)  Performs as a Drop Zone Control Officer directing airdrop operations with responsibility for the safe employment and recovery of all aerial delivery equipment and the safety of all drop zone personnel and equipment. Must determine surface winds and winds at altitude and relay to aircraft formations via radio transmission or visual signals and grant permission to airdrop. Must be knowledgeable of local range restrictions, to include MOA’s, local air traffic restrictions, NOTAM’s and local airport operation requirements and restrictions prior to allowing aircraft permission to airdrop/transit the drop zones. Instructs and inspects airdrop loads in unit aircraft for proper rigging procedures. Installs aerial delivery kits, buffer stop assemblies, centerline vertical restraint (CVR) rails, pulleys, cable assemblies, Towed Paratroop Retrieval System (TPRS) and Emergency Parachute Jettison System (EPJS).  Inspects restraint devices, parachutes, containers, suspension system and extraction system to ensure safe in-flight delivery of cargo.  Manually operates aircraft ramp and door during system failure to ensure mission completion. Performs staff work based on specialized knowledge of the unit’s mission, assigned aircraft and the related programs to ensure safe and successful accomplishment of required training, assigned mission support and airlift support requirements.  Coordinates with Supervisory Loadmaster concerning areas beyond their scope of responsibility.
