This position is located in the DOI, IBC, Human Resources Directorate, Payroll Operations Division, Benefits Branch. The Benefits Branch is responsible for providing retirement, health benefits, military service deposit, and Thrift Savings processing services to more than 300,000 employees in multiple diverse agencies.

  • Reviewing and processing employee benefits (health benefits, Thrift Savings Plan, retirement, and military service deposits etc.) in an automated payroll/personnel system
  • Requesting information from personnel offices and time keepers in relation to employee benefits
  • Interpreting and explaining Federal civilian benefits regulations and procedures to employees, time keepers, supervisors, personnel specialists, financial specialists and others as necessary

Applicants for the GS-4 grade level must possess one year of general experience or two years of education above the high school level or a combination of general experience and education above the high school level.  For example, I have 6 months of experience and 1 year of education above the high school level. General experience is defined as progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

Applicants for the GS-5 grade level must possess one year of specialized experience equivalent to at least the GS-4 level or four years of education above the high school level or a combination of specialized experience and education above the high school level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  Specialized experience for this position includes but is not limited to  data processing sub-system which interfaces with a larger computer system; financial clerical duties such as verifying transaction amounts and resolving discrepancies in financial records; and answering phone calls or providing customer service in an office or retail setting.

 

A written test is not required.


A combination of education and/or experience may substitute for the specialized experience requirement.

 

Only education from institutions which are accredited or preaccredited/candidate for accreditation may be used to meet education requirements.

Technical Competency - Benefits Payroll Processing - Processes, edits, and corrects transactions of Federal government benefits for clients related to CSRS/FERS retirement, health benefits, and Thrift Savings Plan to ensure accurate and timely payroll processing; retroactive adjustments to government benefits; and adherence to reporting requirements prescribed by OPM.

Self Management - Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.

The Interior Business Center has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
