•Applies technical knowledge of online systems, Web 2.0, portal, and other state the art dissemination services and technologies to manage Internet, Intranet, and extranet activities to include coding, maintain and updating Commercial packages (e.g., Google Search Appliance, Solr, WolframAlpha, WebFocus, Cognos, Portals, JIVE, Confluence, MediaWiki, Google Maps, Google Earth, etc.
•Plans, designs, develops, creates tests, and validates the overall technical design and structure of Internet services, activities to include coding maintaining applications with programming and scripting languages (e.g., JAVA, Perl, JavaScript, Cascading Style Sheets (CSS), J-Query, DHTML/AJAX, HTML5, XML/XSLT, etc.)
•Ensures rigorous application of information security/information assurance policies, principles, and practices in the delivery of services.
•Identifies, evaluates, and recommends new and emerging technologies that enhance services to the customer.
•Translates system requirements into application prototypes.
•Conducts metric studies and analysis to improve DTIC's services to its customers using commercial analytics and statistics packages (e.g., WebTrends, AWStats, Google Analytics, etc.) Presents statistical data, along with recommendations to senior management.

TIME-IN-GRADE REQUIREMENTS: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS11 or higher grade in the Federal Service.


BASIC REQUIREMENTS:  Applicants must demonstrate on their resume that they have IT-related experience demonstrating each of the four competencies listed below:


• Attention to Detail
• Customer Service
• Oral Communication
• Problem Solving

In addition to meeting the basic qualification requirements stated above, applicants must have the amounts of experience required for the grade levels shown below. 

SPECIALIZED EXPERIENCE REQUIREMENTS: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade or pay band level within the federal service, which demonstrates the ability to perform the duties of the position, is required. 


For the GS-12, one year of specialized experience as a GS-11 in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required.


Specialized experience is defined as experience using server-side and client-side Internet technologies; programming and scripting languages (e.g. JAVA, Perl, JavaScript, CSS, J-Query, DHTML/AJAX, HTML5, XML/XSLT.) Experience determining userability concepts and accessibility requirements and experience conducting requirements analysis, log analysis, and analytical reasoning.


In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.  Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.  Applicants must describe how their experience meets the competencies within the body of the resume.  No separate statements addressing KSA's or competencies are required.




Knowledge of IT concepts and principles to develop and manage web sites.

Knowledge of organizational theory and techniques of analysis and evaluation, along with knowledge.

Skill in Internet and Web Analysis.

Skill in using Project Management Principles to prepare project papers and deliver briefings.
