About the Agency

The agency is seeking a Chief Information Officer (CIO) to serve as its principal IT adviser and to lead, manage, and work alongside the staff of the 13-person Information Resource Management and Technology Services Unit. The unit is responsible for the acquisition, implementation, management, and support of most of the agency's technical resources and services, including computers, software, data, telecommunications, network infrastructure, servers, IT security, virtual technology, and help desk operations.

The CIO, who reports to the Chief Administrative Officer, is responsible for managing all of the agency's IT functions, programs, and initiatives including strategic, capital, and operational plans and related budgets; enterprise architecture; servers, computers, and all other hardware; virtual technology; software; data; IT security; and help desk operations. Advising and interacting with CBO's leaders, the CIO is tasked with delivering highly reliable, cost-effective, and secure IT services. As a small agency, CBO requires a unique ability to be equally strategic and hands-on.

- Exceptional oral and written communication skills to effectively convey complex technical information to a nontechnical audience clearly and persuasively.

- Proven ability to build team support and develop collegial, collaborative working relationships with a broad range of internal and external constituencies and willingness to take on projects and implement solutions oneself when necessary.

- A bachelor's degree in information technology, computer science, business, public administration, or related field is required.

Preferred qualifications include a graduate degree and recent federal government experience. The candidate must have, or be able to obtain and maintain, a favorably adjudicated Top Secret/SCI clearance.

TECHNICAL QUALIFICATIONS:

The successful candidate will be a seasoned IT professional with these qualifications:

- Significant recent (within last 5-7 years) hands-on technical experience (to include troubleshooting and problem resolution) in several major IT functions, such as application development, information security, network management, architecture and infrastructure, storage and email systems, and help desk operations.

- At least 6 years of experience managing IT professionals with an array of skills and experience and the ability to help select, develop, and manage a diverse workforce.

- Solid experience with IT budgets, including budget preparation, justification, and execution, along with skills in cost-benefit analysis.

- The ability to plan, evaluate, and adapt in a changing environment and to ensure a stable IT environment.

- Project management experience across the system development life cycle, particularly with new technologies and complex implementations of both hardware and software.


EDUCATION:

A bachelor's degree in information technology, computer science, business, public administration, or related field is required.
