  • Serves as a software representative, advisor and focal point for matters related to contract surveillance of software requirements, computer program requirements, design, coding, software testing and embedded real time software systems for assigned software systems being procured.
  • Performs technical surveillance of contractor systems and software controls and processes by performing independent audits, and through participation in technical interchange meetings and in-depth reviews of software development products such as: Software Requirements Specifications, Interface Requirements Specifications, Software Top Level Design Documents, Software Data Base Design Documents, Software Detailed Design Documents, Test Specifications, Test Plans and Procedures.
  • Provides technical comments and recommendations to the Procurement Command/Buying Activity during systems requirements reviews, preliminary design reviews, critical design reviews, test readiness reviews, official qualification testing, physical configuration audits and functional configuration audits.
  • Maintains competence in the software development arena by reviewing technical periodicals, attending applicable seminars, and participating in Government and industry-wide computer software working groups and conferences.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.


Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11). Specialized experience is defined as: experience in computer software design and current, state-of-the-art information technology developmental methodologies, techniques, processes and procedures as applied to software development contracts. Experience in computer systems including microprocessors, embedded processors and various operating systems. Experience in programming design and data communication and structures. Experience resolving problems in software design AND  have Information Technology (IT) related experience demonstrating each of the following four competencies: 1) Attention to detail: Thorough when performing work and conscientious about attending to detail; 2) Customer Service: Experience working with clients and customers assessing their needs, providing information or assistance, resolving their problems, satisfying their expectations, knows about available products and services, committed to providing quality products and services; 3) Oral Communication: Experience expressing information to individuals or groups, taking into account the audience and nature of the information, and making oral presentations; 4) Problem Solving: Experience identifying problems and determining the accuracy and relevance of information using judgment to generate and evaluate alternatives, and making recommendations.
