To qualify for this position at the GS-15 level, you must meet the Basic Requirement below IN ADDITION TO the Specialized Experience requirements below. Your supporting documentation (i.e. resumes and transcripts) must fully support your responses to these questions.
Basic Requirement: You must have IT-related experience in each of the following four competencies listed below which must be supported by the information contained in your resume and other application materials.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience: In addition to the Basic Requirement above, applicants must also meet the Specialized Experience requirements in order to be considered. You must have one year (12-months) of specialized experience equivalent to the GS-14 grade level in the Federal service that included:
- Developing and maintaining a systems development life cycle (SDLC) with appropriate processes, procedures, and tailoring guidance;
- Evaluating the status of on-going information technology projects against cost, schedule, and performance baselines in order to report progress and adapt accordingly;
- Exercising full supervisory responsibilities over subordinate information technology positions;
- Consulting with management, contractors, and other personnel at all levels in the organization regarding information technology programs and projects; and
- Preparing and communicating program policy and guidance materials.

In addition to the above requirements, it is also desirable that applicants possess the Project Management Professional (PMP) Certification.
