This position is located in the Project Management Office, Information Technology Division (ITD), United Sates Marshals Service (USMS). The incumbent serves as a Supervisory Information Technology Specialist and Program Manager who reports directly to the Chief, Project Management Office.

Duties of the position include:

  • Planning, directing, executing, and controlling the work and associated resources supporting major projects.
  • Providing authoritative guidance to subordinate program and project managers in completing information systems objectives.

  • Directing the analysis of alternative information technology solutions to support program area requirements.

  • Evaluating known activities in order to determine future budgetary requirements as they relate to an information technology program.

  • Analyzing project execution activities in order to recommend reallocation or augmentation of resources as necessary.

  • Developing short and long range plans for the management of human and material resources to achieve information technology program objectives.

  • Providing technical advice and recommendations to senior management related to information technology program objectives.

To qualify for this position at the GS-15 level, you must meet the Basic Requirement below IN ADDITION TO the Specialized Experience requirements below. Your supporting documentation (i.e. resumes and transcripts) must fully support your responses to these questions.

Basic Requirement: You must have IT-related experience in each of the following four competencies listed below which must be supported by the information contained in your resume and other application materials.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


Specialized Experience: In addition to the Basic Requirement above, applicants must also meet the Specialized Experience requirements in order to be considered. You must have one year (12-months) of specialized experience equivalent to the GS-14 grade level in the Federal service that included:

  • Developing and maintaining a systems development life cycle (SDLC) with appropriate processes, procedures, and tailoring guidance;
  • Evaluating the status of on-going information technology projects against cost, schedule, and performance baselines in order to report progress and adapt accordingly;
  • Exercising full supervisory responsibilities over subordinate information technology positions;
  • Consulting with management, contractors, and other personnel at all levels in the organization regarding information technology programs and projects; and
  • Preparing and communicating program policy and guidance materials.
