NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the North Carolina Army National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with the requirements as a condition of employment.  Applicants must be current members of the North Carolina Army National Guard.

Performs a variety of training duties in connection with the operation of school programs conducted by the training institute. Prepares training calendars to ensure that courses approved in the ARPRINT, which identifies approved training requirements and programs, are conducted in accordance with current regulations. Reviews training and educational material. Provides assistance in the revision of Programs of Instruction (POI) in accordance with proponent guidance. Receives, stores, issues and reproduces student training materials. Ensures all students receive text materials for each course. Maintains a roster of instructors and ensures they meet all the necessary requirements to conduct instructing. Prepares various field-training plans. Conducts reconnaissance visits to evaluate suitability of training site. Prepares and submits requests and coordinates the use of training areas, ranges, facilities and ammunition forecasting and ordering. Coordinates requests for vehicles, equipment, fuel and other required resources with sources of supply. Ensures classrooms and training areas are available for
courses/ programs. Prepares training charts, schematics and graphs as required. Determines common task test (critical task) list requirements for enlisted staff and ensures the materials are issued on time. Establishes and maintains the academy functional files for Officer Candidate School (OCS), Non-Commissioned Officer Education System (NCOES), and special schools in accordance with current regulations. Coordinates the preparation of applicable forms for training events of the unit. Assists with testing, course, and instructor certification requirements. Is the primary Army Training Requirements and Resources System (ATRRS) operator for the institute. Ensures management of this system for the approved training program is in accordance with current
regulations, guidance and policies. Ensures administrative data entered in the system is up to date with current proponent and POI requirements. Works with the Training Specialist in the development of class schedules and inputs them into ATRRS. Performs all ATRRS transactions associated with the Training Resource Arbitration Panel process. Produces and analyzes ATRRS reports for the Training Administrator and staff. Establishes pinpoint accounts with appropriate publication centers. Determines type and quantity of course material needed and places orders to maintain sufficient stock for each fiscal year based on number of students projected to attend each class. Posts changes to regulations and other publications. Fabricates training aids as required. Maintains lesson plan files for OCS, NCOES and Special Schools. Directs classroom arrangement and makes minor modifications as necessary. Initiates correspondence with training sites to coordinate use of ranges, facilities, training areas, equipment, etc., pertaining to requirements. Coordinates the acquisition of training materials. Maintains training files such as training schedules and individual training records. Maintains
organizational data, table of distribution and allowance (TDA) charts and personnel assignments; prepares requests for change to TDA staff positions. Prepares reports for NGB and other headquarters as required.
Utilizes word processing and data base management to provide generated reports of statistical data required by the Training Administrator and staff of the institute. Performs other duties as assigned.

Minimum Requirements:  Progressively responsible clerical experience or other work which demonstrated the ability to acquire and to apply a practical knowledge and understanding of the program objectives, policies, procedures, and requirements relating to the work of the position. Experience using computer and automation systems.


Specialized Experience:  Must have at least 12 months experience, education, or training which included administrative, clerical or support duties. Experience assembling data into proper formats as directed by oral or written instructions. Experience with maintaining records and establishing a filing system. Experience and ability to follow agency directives in monitoring and controlling a testing environment. Experience in developing lesson plans and assuring plans are followed. Experience obtaining training materials and setting up training equipment (i.e., audio-visual, training aids). Experience gathering data, preparing and submitting reports. 


Knowledge, skills and abilities (KSAs) listed below will be used in the selection process. KSAs are important to the entire selection process and should be addressed specifically and completely within the resume'.

2. Ability to gather data and compile plans and reports.

3. Ability to develop, administer and evaluate education/training programs.

Quality of Experience: Level of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.   The applicant's record of experience training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the Miscellaneous Administration and Program Positions.

Substitution of Education for Specialized Experience: High school graduate or the equivalent may be substituted for 3 months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time hours, or the equivalent) for the first 12 months of the required experience. For experience in excess of 24 months, education in schools above the high school level may be substituted at the rate of one academic year of education for six months of experience. Each 30 semester hours credited must have included at least 6 semester hours of courses which are directly related to the type of work of the position.

Military Assignment:  Occupants of this position must maintain continuous military membership in the North Carolina Army National Guard (NCARNG).  Assignment to a compatible Enlisted (E6 & below) position in the NCARNG is mandatory.  (ENL MOS: 42, 92A/Y or Predominate MOS of unit)


Security Clearance:  Employment is subject to attaining and maintaining a security clearance as required by the position (ANACI minimum).
